- Description
- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This notice is a market research tool used for planning purpose only to determine the availability and capability of small business sources prior to issuance of an RFP. The US Army Corps of Engineers (USACE), Walla Walla, Washington, District is seeking to identify small business firms capable of providing this requirement. This requirement consists of two parts. The first part consists of delivery of a total of 24,000 gallons of oil delivered by railcar. Five railcars worth of Mobil DTE Heavy Medium ISO VG 68 Oil will need to be delivered to Dworshak and McNary Dams. Six railcars worth of Mobil DTE Heavy ISO VG 100 Oil with 2.5% Lubrizol 5346 additive will be delivered to Little Goose, Lower Granite, and Lower Monumental Dams. The final deliveries are expected to be smaller than a railcar; the exact quantities will not be known until the oil replacements are near completion, due to uncertainty in exact volumes required and the possibility of discarding some new oil (e.g. in case there is a sudden need to drain oil from a bearing sump). NOTE: For this particular requirement, there is no possibility of an "approved equal" product; the oil delivered must be these name brands only. The second part consists of required hot-oil, high-velocity flushing (see ASTM D6439 for general information) of the existing lubrication oil piping systems at each of the five powerhouses mentioned above, including at a minimum the main supply and drain headers which run the length of each powerhouse. The existing oil may be used for flushing, or a completely unadditized low-viscosity oil may be used for flushing; in either case, the oil used for flushing is to be removed from the powerhouse immediately upon completion of the flushing. It is preferable for this flushing to occur prior to delivery of the new oil, to minimize contamination of the new oil. All interested and capable contractors are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the sources sought evaluation. One of the main functions of this sources sought notice is to assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB) or Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis may be used to aid in establishing realistic, achievable small business subcontracting goals. An Indefinite Delivery-Indefinite Quantity (IDIQ) type contact is anticipated. The IDIQ work may be ordered on a Delivery Order, as needed basis. The order will specify the exact location and types of oil to be delivered. The anticipated contract award date for these services is 15 December 2016. The North American Industry Classification System (NAICS) code for this project will be 324191 and the associated small business size standard is 75 employees. SUBMITTAL REQUIREMENTS Firms interested in this requirement should submit a statement of interest and capabilities that is no more than 5 pages in length, single-spaced, 12-point font minimum demonstrating ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, as a minimum, the following: (1) STATEMENT OF INTEREST (a) Confirm that your company is interested and intends to submit a quote / bid / proposal when a solicitation is issued. (2) COMPANY PROFILE (a) Company name and address (b) Point of contact at the company including name, title, telephone number, fax number and e-mail addresses (c) Small Business designation/status if applicable, such as 8(a), HUBZone, SDVOSB, WOSB, SDB (d) DUNS number (e) CAGE code. (f) Description of capabilities to: (i) hold a railcar of oil for up to 6 weeks (pending lab test results) (ii) store, filter, heat (to about 60 degrees F), and homogeneously mix additive into oil (iii) perform high-velocity hot-oil flushing of piping systems at least 100 feet in length and 1.5 inches nominal pipe diameter, using flushing equipment with a minimum flowrate of 35 GPM, and achieving a cleanliness level of 17/15/12 or better. Responses are due no later than 10/12/2016. Submit your Capabilities Statement to the following: Nona.R.Fincher@usace.army.mil Julie.M.Morris@usace.army.mil
