Description
Good afternoon, The requiring activity has provided the the following Q&A to all interested vendors, in a effort to help the interested parties to provide an accurate quote. Please see below. Contractor Question: 1. Can you please clarify the role of the FSR? In the CLIN structure, it talks about the FSR is there to train US personnel. In the SOW, it talks about the FSR is there to assemble the structure. To be clear, one person cannot assemble the structure, it requires a minimum of four personnel. If the requirement is to assemble the structure without assistance from the military, four FSRs will be required. If the requirement is to provide technical expertise to the military and help them assemble, one FSR will be sufficient. ***Government Response*** The Government needs the contractor to send forward FSR required to set up the shelter, the number of FSR required is upon the contractor determination to meet the installation requirement. This is a Firm Fixed Price Contract. *** Contractor question: 2. The SOW asks for sound proofing so conversations cannot be overheard. We are able to add sound deadening panels on the walls and carpet squares to the floor to increase the STC rating but the one way mirrors are going to be an issue. The nature of those mirrors allows for sounds to move between rooms, you may not be able to hear the conversation clearly but you will be able to hear people speaking. Has that been considered by the Government when it developed this requirement? ***Government Response*** The Government is requiring sound proofing so that conversations between the office area and the interview rooms cannot be overheard by others walking by or in the next room. The Government required the mirrors on the walls between the mail office area and two of the connecting rooms so that personnel can observe the interviews conducted. In accordance with the statement of work, the sound proofing is required. There cannot be any conversations overheard from one room to another. The method of sound proofing is up to the contractor technical determination. *** 3. My question is about the tradeoff between the price of a diesel generator versus a gasoline generator. The diesel generator is twice as expensive and needs to be moved by forklift/crane/truck whereas the gasoline generator is smaller, lighter and can be moved on the wheels mounted to the frame. My original ROM response to the sources sought was for a gasoline generator. Does the government want a separate quote for each different version of generator? ***Government Response*** Diesel generators commonly used in the Continent of Africa. It is the contractor determination of size and power output of the generator to sustain operability of the required supply. ***
