- Notice of Intent to Sole Source American Medical Association, Incorporated License Renewal Special Notice VA701-16-P-0117 The Department of Veterans Affairs, Program Contract Activity - Central intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The Veterans Affairs intends to solicit and negotiate with the American Medical Association, Inc. (AMA) for the purchase of Current Procedural Terminology (CPT) License's. Current Procedural Terminology (CPT) is owned and maintained by the American Medical Association (AMA). For VHA to use these codes in the VistA data bases, we must purchase a license (pay a royalty fee) to the AMA. This license allows VHA to use the CPT codes to capture the services provided to our Veteran patients. These codes are used to transmit workload to the National Patient Care Database (NPCD), the Allocation Resource Center (ARC), Decision Support Systems (DSS), registries (cancer, CDC, etc.), third party payers, Congressional reporting, etc. The CPT codes are mandated, by HIPAA, to be used on all electronic transactions. A license can only be purchased through the AMA - this is a registered trademark product. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
