- Sources Sought Template (Request for Interested Manufacturers) FROM: Lauren Mancilla, 408 SCMS/GULA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 6130-01-620-4346EW/ Band 3 High Voltage Power Supply (HVPS), 6130-01-565-7448EW/ Band 4/5 High Voltage Power Supply (HVPS), and 6130-01-603-6656EW/ the Receiver (RX) Processor Power Supply. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Band 3/4/5 HVPS and the RX Processor Power Supply per NSN 6130-01-620-4346EW, PN 581R613H07; NSN 6130-01-565-7448EW, P/N 585R944H04; and NSN 6130-01-603-6656EW, P/N 312363-205. ITEM DESCRIPTION These items are part of the AN/ALQ-131 Electronic Countermeasures Pod installed on the F‑16 and A‑10 aircraft against enemy anti-aircraft weapons. The band 3/4/5 power supplies are critical elements to the successful performance and operation of the Pod. The main output path components and subcomponents are powered directly or indirectly by this power supply. The requirement for stable precision operation is ever present and the power supply is designed to meet these requirements despite the rugged environment. The Receiver (RX) Processor Power Supply is a critical element to the successful performance and operation of the pod. The power supply has an input voltage provided via the plane and produces various low voltage DC power to provide the necessary ranges of voltages for proper operation of the Receiver Processor. The requirement for stable and precise operation is ever present and must be built to handle the rigorous requirements for airborne operation. Impediment to Competition: The original ALQ-131 design authority qualified two sources to provide these items: ELDEC Corporation, of Lynnwood Washington, and Signal Tech - Keltec, of Ft. Walton Beach, FL. Through mergers, acquisitions, and changes in the marketplace, ELDEC and Keltec system‑specific power supply products now belong to Crane Electronics Inc. (CAGE 09062), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Crane Electronics Inc. is the only known source with adequate knowledge of these items performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Crane Electronics Inc. for the manufacture of the Band 3/4/5 High Voltage Power Supply and RX Processor Power Supply in support of the AN/ ALQ-131 program. Other interested parties may identify their interest and capability to respond to the requirement no later than 14 October 2016. Responses should be forwarded to Lauren Mancilla at lauren.mancilla@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
