- Description
- Background Information: Sandia National Laboratories (Sandia) has made an initial investment in the research and development of on-chip Quantum Key Distribution (QKD) transceivers. Sandia is seeking commercial partners who are interested in investing in the further development of this technology to create a low SWAP (Size, Weight, and Power) product that could be used to amplify security of communication and monitoring using encryption in a broad range of application spaces. This technology is described in US Patent and Patent Applications: U.S. Patent #9,268,195 "Methods and Apparatus of Entangled Photon Generation Using Four-Wave Mixing" U.S. Application #13/915,369 "Two-Dimensional APDS and SPADS and Related Methods" U.S. Application #14/870,195 "Avalanche Diode Having Reduced Dark Current and Method for its Manufacture" U.S. Application #14/943,373 "Self-Referenced Continuous-Variable Quantum Key Distribution" U.S. Application #15/078,883 "Transceivers and Receivers for Quantum Key Distribution and Methods Pertaining Thereto" U.S. Application #62/243,522 "Secure Fiber Optic Seals Enabled by Quantum Key Distribution" Sandia is a multi-program laboratory operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin, for the United States Department of Energy's National Nuclear Security Administration under Contract DE-AC04-94AL85000. Opportunity Description: Sandia is seeking a Cooperative Research and Development Agreement (CRADA) with an industrial partner with proven experience in the design, development, and manufacturing of advanced optical and/or secure communication, encryption, or authentication and distributed sensing & distributed computing technologies. The objective of this partnership would be the joint development and demonstration of a full-scale prototype, moving the technology from a Technology Readiness Level (TRL) 3 to a TRL 6 as defined by the U.S. Department of Defense. Collaborators will work with Sandia on the continued development and testing of Secure Quantum Communication technology and will provide a clear path to commercialization/deployment of technology through refined product design, optimization for manufacturing, and Quality Assurance. Qualified partners will contribute resources, including funds in support to Sandia, in which a minimum of $5M would be required, and in-kind support in the form of engineering staff with US citizenship and facilities capable of handling, processing, and storing export controlled materials. Qualified partners will have the option to obtain, up to and including, an exclusive license to the intellectual property in a pre-defined field of use for reasonable compensation as part of a CRADA agreement. Sandia will be hosting an Industry Briefing Day to discuss this Request for Information. The Briefing Day will take place on Tuesday, November 08, 2016 2:00-5:00 PM. The Briefing Day will be limited to U.S. Citizens only and companies meeting the Requirements below. Registration is required and attendance will be limited to the first 25 registrants with no more than two (2) representatives per company. To register for the Briefing Day please email Irene Trujillo at itrujil@sandia.gov no later than October 31, 2016. Additional information will be provided during the registration process. Information Sought: A detailed description of the relevant background experience, expertise, and capabilities that could be brought into a collaborative partnership with Sandia is being sought. The following information is being requested. In addition, interested parties may provide additional relevant information as needed. • Description of experience, expertise and capabilities in the use, design, development, and manufacturing of optical communication and encryption hardware. • Description of experience, expertise, and capabilities in photonics technology and quantum engineering • Description of experience, expertise, and capabilities in testing and measurement for communication and encryption tools development, including test beds, post-processing • Description of experience, expertise, and capabilities in manufacturing low size, weight and power (SWAP) transceivers • Description of experience, expertise, and capabilities in the development of small optical detectors • Description of experience, expertise, and capabilities in encryption and post-processing software development • Description of experience in taking technology from a Technology Readiness Level (TRL) 3 to a TRL 6-7. • Description of past experience working with and or delivering on contracts for encryption and communication technology to Industry, the Department of Defense, and OGA. • Description of past experience partnering with Research and Development organizations such as Federally Funded Research and Development Centers (FFRDC), Universities, National Laboratories, or Government Laboratories to successfully develop and deploy products. Instructions to Responders: Interested parties that meet the Mandatory Requirements provided below are invited to respond to this RFI. Responses should be limited to ten (10) pages, any proprietary information should be properly identified and marked as such. Any information provided in response to this RFI will not be returned. Any and all responses are voluntary and Sandia will not pay for any information submitted in response to this RFI. Only electronic submissions will be accepted. Responses should be emailed to Irene Trujillo at itrujil@sandia.gov and should include the RFI title and submitting organization's name in the subject line. Attachment size should not exceed 5MB and only the following document types will be accepted (.doc,.docx,.pdf). Responses should be submitted electronically no later than 5:00 p.m. MDT on August 15, 2016. An email notification will be sent acknowledging successful receipt of the response. Evaluation Criteria: Sandia will evaluate all responses and select prospective parties with which to engage in further discussions based on the following criteria, pursuant to Sandia's technology transfer mission: Mandatory Requirements: 1. Firms able to enter into a CRADA agreement with Sandia National Laboratories 2. Firms must be able to ensure products developed as a result of this partnership are manufactured largely in the United States by U.S. citizens, at U.S.-owned and controlled companies. 3. Compliance with Federal Export Control requirements per the Department of State 4. Firms capable of providing a minimum of $5M funds-in contribution to Sandia 5. Firms capable of providing in-kind support in the form of engineering, manufacturing, or testing staff 6. Facilities capable of handling, processing, and storing proprietary or classified materials Respondents to this Request for Information that do not meet the Mandatory Requirements will not be given further consideration by Sandia. Desired Requirements: 1. Demonstrated experience, expertise, and capabilities in the design, development, and manufacturing of optical communication and encryption hardware. 2. Demonstrated experience, expertise, and capabilities in testing and measurement of communication and encryption tools, including test beds, post-processing 3. Demonstrated experience, expertise, and capabilities in manufacturing low SWAP assemblies 4. Demonstrated experience developing technology from a TRL 3 to a TRL 6-7 level 5. Demonstrated successful partnering and teaming relationships with Research and Development organizations 6. Verifiable evidence of demonstrated past performance and related experience in the ability to test, manufacture, license, protect, and deliver on contracts for technology to the Department of Defense. *see section below on this requirement Sandia will consider teaming arrangements where two or more companies may decide to team to satisfy the Desired Requirements.
