Description
THIS IS NOT A SOLICITATION: This Sources Sought/Request for Information (SS/RFI) notice is being completed in accordance with Federal Acquisition Regulation (FAR) 15.201 to conduct market research under FAR 10.002(b). This is not a solicitation for quotes or proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Request for Information is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) - or a promise to issue a RFP or RFQ in the future. All costs associated with responding to this SS/RFI or follow-up information requests will be solely at the interested vendor's expense. Not responding to this SS/RFI does not preclude participation in any future RFP or RFQ, if any is issued. Any information submitted by respondents to this SS/RFI is strictly voluntary. All submissions become Government property and will NOT be returned. At this time the suggested NAICS code assigned to this procurement is 236220. PROCUREMENT SCOPE/STATEMENT OF OBJECTIVES: The Department of Veteran Affairs (VA), Medical Center, is interested in identifying sources (specifically SDVOSBs and VOSB companies, respectively) able to provide the necessary labor, tools, supervision, equipment, supplies, etc. to replace underground piping AND leak detection associated with an active underground storage tank for the G.V. (Sonny) Montgomery VA Medical Center located in Jackson MS. We seek confirmation feedback from those SDVOSBs as to its capability of providing such service. The objective of this SS/RFI is to: 1) Conduct Market Research to determine potentially qualified Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB) and Small Business should the number of SDVOSBs and VOSBs fall short for this requirement; 2) Enhance understanding of market standards and requirements pertaining to the required work; and 4) Validate the proposed North American Industry Classification System (NAICS) code. PERFORMANCE: The qualified vendor shall be responsible to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to replace all piping associated with the 15,000 gallon underground fuel tank. Additionally, the tank is considered a regulated underground tank by the U.S. EPA and the Mississippi Department of Environmental Quality (MDEQ). All work must be done in accordance with U.S. EPA and MDEQ Underground Storage Tank regulations. In addition to removing all old underground piping in active use, contractor must remove all old piping associated with the Underground Storage Tank System including piping that is out of service or no longer functional. Contractor must also remove all electrical wiring, conduit, etc. that is no longer in service and provide for its proper disposal or offsite recycling. Removed items except impress current cathodic protection rectifier noted below CANNOT be reused on-site. Contractor must provide for proper disposal or offsite recycling of all removed piping, conduit, wiring, equipment, etc. in accordance with applicable U.S. EPA, MDEQ, and U.S. DOT regulations. This is an abbreviated version of the Statement of work to provide contractor with a reference of what is required.
