- HHSM-500-2016-RFP-0029 Solicitation *See Solication Documents Attached* The Centers for Medicare and Medicaid Services (CMS) intends to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide CMS a mechanism to assist in a full range of activities associated with qualitative and quantitative social marketing research and consumer testing. The research under this contract will primarily be focused on conducting appropriate qualitative and/or quantitative research to support the implementation of CMS outreach, education and communication efforts, as well as assessing consumer communication activities. Generally, task orders shall include, but not be limited to: • Conducting formative research--both qualitative and quantitative--to collect consumer-based data and segment CMS audiences into homogeneous groups; • Conducting consumer research on specific messages, products, or materials to help develop, refine, and optimize messages, materials, and outreach strategies for targeted audiences; • Developing and applying quantitative methodologies, including primary research and secondary data analysis to learn more about the populations CMS serves and/or those who are affected by CMS's programs; and • Tracking and/or evaluating the effectiveness of communication efforts that are or will be performed or authorized by CMS. This procurement will be a total small business set-aside competition. It is anticipated that four (4) to six (6) awards will be made. The period of performance for this IDIQ is estimated at September 1, 2017-August 31, 2022. The NAICS code applicable to this procurement is 541910-Marketing Research and Public Opinion.
