This procurement will be conducted as a TOTAL SMALL BUSINESS SET-ASIDE. Please note that all RFP, amendment(s) and/or publicly releasable documentation will reside on Federal Business Opportunities (www.fbo.gov). It is recommended that interested Offerors check the site frequently for any updates. Proposal submission deadline is no later than Friday, October 28, 2016 at 14:00 EST. The Naval Research Laboratory (NRL) has a requirement for contractor assistance in a variety of disciplines related to Electronic Warfare (EW) and computer modeling and simulation (M&S) applications. The areas of interest include systems engineering, combat systems analysis, Electronic Attack (EA) and Electronic Support (ES) systems performance, EW tactics development, test and evaluation (T&E) and computer modeling and simulation. The scope of this contract covers a broad range of R&D, which is categorized into the following five task areas: Task Area 1 Systems Engineering for Modeling and Simulation Testbed Task Area 2 Computer Modeling and Simulation Task Area 3 Federation Infrastructure Task Area 4 Systems Engineering for ES Systems Task Area 5 ES Systems Technical Support There is no requirement for an offeror to be able to perform across all task areas, and offerors will identify and propose only on those task areas in which they have expertise and experience. This procurement will be conducted in accordance with FAR Subpart 6.2, Full and Open Competition After Exclusion of Sources as a Total Small Business Set-aside, The North American Industry Classification System (NAICS) code for this procurement is 541712 (Research and Development in the Physical, Engineering and Life Sciences), with a Small Business Size Standard of 1,000 employees. The Government anticipates the award of a multiple award indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of five years. Task orders are expected to be issued as firm-fixed-price (FFP), FFP level-of-effort (FFPLOE), and/or cost-plus-fixed-fee (CPFF). Award(s) will be made based on best value to the Government through the tradeoff source selection process. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued.
