Description

Strategic Acquisition Center - Frederick (SAC-F), on behalf of Department of Veterans Affairs (VA), issued Solicitation No. VA119A-16-Q-0266, on September 7, 2016 for contractor support to maintain the Veterans Health Administration (VHA) Traumatic Brain Injury (TBI) Registry and Database. The procurement was conducted using Simplified Acquisition Procedures in FAR Part 12/13 and the VAAR. It was the Government's intention to award one sole source Firm-Fixed Priced contract. A sole source award is required to comply with Public Law 110-181-JAN 28, 2008 122 STAT. 491 which requires VA to collaborate with facilities that conduct research on rehabilitation for individuals with TBI. Craig Hospital was awarded a grant by Department of Health & Human Services (HHS) to be the Center of Excellence (COE) for TBI research. Evaluations were conducted and selection was made in accordance with the guidelines provided in the FAR, VAAR, and solicitation. The NAICS code for this acquisition is 622310 with a small business size standard of $38.5 Million.
