- Industry Request For Information (RFI) for the Joint Service Electronic Combat Systems Tester (JESECST) Industry Request for Information (RFI) Joint Service Electronic Combat Systems Tester (JSECST) We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet requirements for the AN/USM-670A Joint Service Electronic Combat Systems Tester (JSECST). The JSECST is support equipment used to provide end-to-end testing of electronic combat systems on military aircraft to aid in determining the operational status of the electronic combat system. The JSECST test the insertion loss of the RF cables and operational status of antennas by performing Velocity Standing Wave Ratio (VSWR) testing. The JSECST also uses Test Program Set (TPS) software to test the operational status of the electronic combat system. This tester has been in the United States inventory for years and is also used by many of our allies as the JSECST has proven itself to be a reliable tester to determine operational readiness. The Government does not own the technical data rights for the JSECST. Textron Systems bought AAI Corporation, the Original Equipment Manufacturer (OEM) of the JSECST in 2007. Before being acquired by Textron, AAI never sold the technical data rights of the JSECST to the USAF, another government agency, or private industry. Through the merger of AAI with Textron, Textron is now the OEM of the JSECST. Please see the attached RFI Document for addtional information and the associated questionannre.
