- Sources Sought Notice: Web-based Wilderness Reservation & Permit System Development for Mount Rainier NP This is a Sources Sought notice as defined in FAR 15.201(e) to identify the availability of qualified sources. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this Sources Sought notice are advised that their response is for informational purposes only and is not a request for quote. The National Park Service requires programming services to assist in the development of a web-based reservation and permit system for overnight trips into the Mount Rainier National Park wilderness zones. Background: Mount Rainier National Park requires visitors to obtain a permit to camp in the wilderness of the park, including camping for the Wonderland Trail. The Wonderland Trail is a 93-mile loop that circumnavigates the mountain and takes 10-12 days of travel. Each reservation for this Trail entails pre-booking camp sites in multiple wilderness camp sites throughout the park. The park issues approximately 6,000 wilderness permits each year. Seventy percent of the permits are issued in advance as reservations, including approximately 1,200 advanced reservations to hike the Wonderland Trail. The permits themselves are free; however, each advanced reservation costs $20 for processing. Objective: Mount Rainier NP seeks assistance in developing a web-based system for advanced reservations and issuing permits for overnight trips into the park ¿s wilderness zones. The target launch date for an operational system is winter 2017. The system is already partially built using mySQL and Drupal (content management system). The park seeks development services to build upon existing work, specifically to improve the external-facing navigation, to build the functionality to internally run reports, and to respond to feedback from and fix issues found by park users during testing. The system runs entirely on a website, with two interfaces or views ¿ the first (external) for the public where visitors can make reservations, the second (internal) for the park to create, approve, or modify permits, change availability, and run queries off the database. Using the external view, visitors will see real-time site availability and be able to reserve multiple campsites across a multi-day itinerary. A completed reservation will be sent to the park for review and approval. Once the reservation is approved, the visitor will be prompted to pay for the reservation via pay.gov. Park staff will have the ability to issue walk-up permits (i.e., without a reservation). The developed system shall meet all Department of the Interior and National Park Service security requirements and will operate in accordance with the following published laws and standards: ¿The Privacy Act of 1974 ¿E-government Act of 2002 ¿Federal Information Security Management Act of 2002 ¿The Paperwork Reduction Act of 1995 ¿Payment Card Industry Data Security Standards ¿National Standards of Institute and Technology Special Publications ¿SP 800-122 Guide to Protecting the Confidentially of personally Identifiable Information (PII) ¿SP 800-64 Rev 2 Security Considerations in the System Development Lifecycle ¿SP 800-53 Rev 3 Recommended Security Controls for Federal Information Systems and Organizations A Privacy Act warning notice will be provided to public users when they access the system. A privacy Act internal warning notice will be provided to authorized NPS users when the log-in screen is accessed. Audits to ensure system security will be performed, with logs being maintained to ensure appropriate access and use of system data. Is this a type of service your company can provide? Responders are solely responsible for all expenses associated with responding to this sources sought.
