- This is a Brand Name or Equal solicitation. The AFTC Installation Contracting Division/PZIOAC, Eglin AFB FL, intends to solicit, negotiate, and award a Firm-Fixed Price contract for four (4) LED DayLite NanoCam HD, brand name or equal. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; a quotation is being requested, and a written request for quotation will not be issued. This solicitation is issued as Request for Quotation (RFQ) FA2823-16-Q-6003. The North American Industry Classification System (NAICS) code for this acquisition is 339112, with small business standard size 1000 employees. Please identify your business size in your response based upon this standard. This requirement is for: CLIN 0001: FOUR (4), DAYLIGHT NANOCAM HD COMPLETE DENTAL. DESIGN'S FOR VISION, INC. P/N: 4003-0000-0001, BRAND NAME OR EQUAL. Including the following salient characteristics: - Image Stabilization (Auto Exposure, Lockable Camera Focus) - Lighting (LED DayLite UltraMini, Color Corrected to Enhance Video Images) - Magnification (Four Lens System: 2.5x, 3.5x, 4.5x, and wide angle to match user's magnification) - Ability to reproduce the provider's view point - Approval for O.R. use - Allows for hands-free operation (Foot Pedal operation with Audio Confirmation of record, pause, mute and still image) - Easy universal hook-ups to any monitor or computer CLIN 0002: SHIPPING, IF APPLICABLE. Offerors must provide, with their offer, a breakout of the individual components, equipment, materials and labor/installation to include manufacturer and P/N of the equipment being proposed. Quoted price should include FOB Destination and be valid through 28 November 2016. Required delivery date is 28 October 2016. Expedited delivery schedules accepted and encouraged. Questions and Answers: All questions must be presented in writing to the point of contacts listed in this solicitation no later than 04:00 P.M., Central Standard Time, 11 October 2016. Any questions submitted after this deadline may not be answered. All questions and subsequent answers will be posted to www.fbo.gov under this solicitation number. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. (End of Clause); AFFARS 5352.223-9000, Elimination of Use of Class I Ozone Depleting Substances (a) Contractors shall not: (1) Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or (2) Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order. (2)(i) If the Offeror proposes to vary from any of the security requirements specified by NIST SP 800-171 that is in effect at the time the solicitation is issued or as authorized by the Contracting Officer, the Offeror shall submit to the Contracting Officer, for consideration by the DoD Chief Information Officer (CIO), a written explanation of- (A) Why a particular security requirement is not applicable; or (B) How an alternative but equally effective, security measure is used to compensate for the inability to satisfy a particular requirement and achieve equivalent protection. (ii) An authorized representative of the DoD CIO will adjudicate offeror requests to vary from NIST SP 800-171 requirements in writing prior to contract award. Any accepted variance from NIST SP 800-171 shall be incorporated into the resulting contract.
