Description
Sheppard AFB is conducting a market survey/sources sought to help determine the availability and technical capabilities of qualified small businesses, capable of providing the requirement below. This market survey /sources sought announcement is not a request for proposals/quotes, and the Government is not bound to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. The information obtained from this request is for planning purposes and market research in accordance with FAR Part 10 only and will be used in assisting the Government in developing its acquisition strategy. The Government will not entertain questions concerning this request for information, and will not pay any costs incurred in the preparation of responses to this market survey. Any proprietary information submitted must be clearly identified as proprietary information. Goals/Objectives Sheppard AFB is investigating methods of reducing transportation and disposal costs associated with grease, sand/grit trap cleaning services. In particular, Sheppard AFB is interested in determining: 1. The economic feasibility and options available for onsite dewatering of grease trap and sand/grit trap; 2. Any suggestions related to alternate methods of cost reduction for grease and grit/sand traps; and, 3. Whether businesses exist that possess the capability of performing both the underlying grease trap and grit/sand trap cleaning services along with the cost reduction measures. The North American Industry Classification (NAICS) code for the underlying grease, sand/grit trap cleaning requirement is 561790, Other Services to Buildings and Dwellings, and the small business size standard is $7.5 million. RFI Requirements This section contains the requirements, which the product must/should provide. Qualified vendors should provide responses on if and how each requirement can be met. Additional features and functionality are also welcome. 1. The solution will be a commercial off the shelf (COTS) product. 2. Vendor shall provide information on their ability to provide support for the system. 3. The solution must comply with existing federal and state (Texas) environmental requirements. 4. If the proposed solution involves on-site dewatering, indicate whether the solution requires consumable filter media. 5. The solution must indicate any utility requirements (power, water, and sewer). 6. The solution must indicate any expected requirements for government furnished property. 7. Vendor shall indicate whether they are interested and capable of performing both the underlying grease and sand/grit trap cleaning services and the proposed cost reduction measures; or, whether they are interested in performing only one portion of the requirement. 8. Vendor shall indicate proposed terms of financing for the cost reduction measure. Examples of proposed terms of financing include: lease arrangement, purchase, etc. Additional Information 1. Have you implemented your solution with a Government agency of a similar size? If so, please provide reference information. 2. Describe any third party alliances, relationships, or dependencies (ex. Subcontracting relationships) for the performance of the services and proposed cost saving measures. 3. Please provide information on your implementation methodology. 4. Provide any information related to environmental compliance of the proposed cost reduction measure. 5. Provide any additional details that may be of assistance in identifying best fit methods of acquisition for this requirement. Vendor Responses: Interested firms with the capability of providing the requirement shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm's experience and capability to provide the requirements. In addition to capability statements, please provide: 1. Organization name, organization point of contact, organization address, email address, website address (if applicable), and telephone number; 2. Size and type of ownership and socioeconomic designation for the organization [i.e. small business, small disadvantaged business, 8(a), women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses, Historically Underutilized Business Zone small businesses, etc.]; 3. Availability of products and services are available on the GSA schedule; and 4. Business experiences. You may submit product cost and/or pricing data, inclusive of annual maintenance, with your response, however it is not required. Responses must be submitted electronically by 12:01 PM, CST, 31 October, 2016 to the email address below. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME, and the Government does not intend to pay for information submitted. This information will be used in Sheppard AFB's assessment of capable sources and suggested solutions. Respondents will not be notified of any evaluated results from the data received.
