Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation RFQP04181600037 for the provision of Solid Waste Removal Services located at Federal Correctional Complex (FCC), Terre Haute. Federal Correctional Complex, 4200 Bureau Road South, Terre Haute, Indiana, to include the USP, FCI, FPC, Central Receiving Depot, Landscape Shop and West of Water Tower (Pit). The Contractor is solely responsible for full compliance with all Federal State, Local, and Bureau of Prisons laws, policies, rules and regulations. In the event that two or more of the regulations conflict, the strictest of the regulations shall apply. The Contractor shall be responsible for the provision of all equipment, labor, licenses, maintenance, materials, parts, permits, repairs, tools, etc. needed to carry out the requirements of this contract. The Contractor must provide all equipment, hydraulic fluid, including dumpster/containers and controls. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the most advantageous quote to the Government based on price related factors only. The contract periods for the service will consist of a base year and four option years. All equipment, hydraulic fluid, including dumpster/containers and controls are to be supplied by the contractor. These services include: 1) USP & FCI - One 33 cubic yard self-contained trash compactor with a minimum pickup three times a week, Monday, Wednesday, and Friday between 3:30a and 6:00a; FCI - One 8 cubic yard front or rear load container with a minimum pickup once a week, Wednesday between 7:30a and 3p; FPC - One 33 cubic yard self-contained trash compactor with a minimum pickup twice a week, Monday and Thursday between 6:00a and 3:00p; Central Receiving Depot - One 8 cubic yard front or rear load container with a minimum pickup once a week, Wednesday between 7:30a and 3:00p; Landscape - One 30 cubic yard container, open top with a minimum pickup on an as needed basis (estimated 20 times per year), West of Water Tower (Pit) - One 20 cubic yard container, open top with a minimum pickup on an as needed basis (estimated 20 times per year). If a spill should occur due to equipment or container failure, it shall be the contractor's responsibility for all cleanup costs. At no time shall FCC Terre Haute be without a solid waste container/dumpster to place trash and other solid waste, while one is being emptied. Services are required to be provided by the contractor in accordance with the Statement of Work (SOW). The solicitation will be available on or about October 7, 2016 and will be distributed solely through the Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The anticipated date for receipt of quotes is on or about November 4, 2016. All quotes should be submitted via email at ldthomas@bop.gov. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government are advised that this future solicitation includes the clause FAR 52.212-5 (Apr 2005) for Commercial Items and System for Award Management (SAM). This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is set-aside for total small businesses. The North American Industrial Classification (NAICS) code is 562111 with a small business size standard of $38.5 million.
