NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334111which has a corresponding Size standard of 1250. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. 2. Program Details: 2.1. Background The Government has a need to replenish the sparing levels of the Weapon System Processor (WSP), National Stock Number 01-528-9321, Part Number C003007-05, and the Nuclear Certification Test Stand (NCTS) National Stock Number 6625-01-368-1328AH, Part Number C005407-05. The WSP is a nuclear certified component that controls the flow of data within and through the Launch Control Center (LCC). This component also controls/sequences target and execution plan calculations and remote data change operations. The NCTS is used to permorm certification, verification, and Programmable Read-Only Memory (PROM) programing of the WSP drawers. 2.2 Characteristics and Performance Please see attached Specification: WSP - S-133-32103 Part I and II NCTS - S-133-34102 3. Effort This effort will be to use produce an estimated 15 WSPs and associated Circuit Card Assemblies, and an estimated 1 NCTS and parts to be used in repair of the current NCTS in order to add new assets into the Supply Chain. 4. Contract Type It is anticipated that this effort will use a Cost Plus Fixed Fee type contract. 5. Contract Length This effort is expected to be take 24 months in order to produce enough WSPs, Circuit Card Assemblies, an NCTS, and NCTS parts to sustain the WSP and NCTS capability through 2035. 6. Information Requested: Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: •· The capability to produce the items in section 2.1. •· The ability to acquire the infrastructure, hardware, software, tools, staff, etc. required for the production of the items in section 2.1. •· The ability to provide engineering support and necessary training of associated equipment and hardware. •· Experience with generating, editing, reviewing, and validating Drawings, Process Orders (PO's), Operating Instructions (OI's), Technical Orders (TO's) and Time Compliance Technical Orders (TCTO's). 7.
