- THIS IS NOT A REQUEST FOR PROPOSAL. PLANS AND SPECIFICATIONS ARE CURRENTLY NOT AVAILABLE. THE TENATIVE ADVERTISEMENT DATE IS OCTOBER 19, 2016. THIS PROJECT WILL BE ADVERTISED ON A FULL AND OPEN BASIS. Project Location: Island of Kauai, State of Hawaii. Project Details: The Central Federal Lands Highway Division (CFL) of the Federal Highway Administration in partnership with the Hawaii Department of Transportation, anticipates awarding a Multiple Award Task Order Contract (MATOC) for a Kauai Program of Bridge construction. CFL is seeking a minimum of three qualified contractors to provide constructability reviews, logistical support, construction sequencing and other general construction services support as well as construction as necessary to construct temporary and permanent works for a program of bridge projects located on the Island of Kauai, in the State of Hawaii. The government anticipates individual task orders ranging from $50,000 to $30,000,000. The request for proposals or invitation for bids will include all contractual requirements for which the work is being requested. Two (2) Task Order Request for Proposals (RFP) will be issued simultaneously with the MATOC Request for Proposal. The two (2) Task Orders (seed projects) will consist of: HI STP SR50(2) Bridge No. 7E and HI STP SR50(1) temporary Hanapepe River Bridge. Offerors will be required to submit a price proposal for the first two task orders as well as qualifications for the base MATOC RFP. The proposals for the first two (2) task orders will be used to evaluate price for the base MATOC best value awards. The scope of the task orders may include, but are not limited to constructability reviews of design plan drawings, bridge/roadway value engineering, fabrication and/or delivery of individual bridge elements or temporary works, bridge demolition, construction of temporary and permanent single and multi-span bridges and foundations, mobilization, contractor sampling and testing, earthwork, dewatering, walls, asphalt and concrete surfacing, drainage improvements, traffic control, installation of traffic signals and signs, and other work incidental to bridge construction projects. This is competitive best value procurement and evaluation factors for award will be fully stated in the RFP. Evaluation factors will include Contractor Past Performance, Team Organization and Qualifications and Financial capability and bonding capacity. The government may award a minimum of three contracts resulting from this solicitation to the responsible offerors whose offers, conforming to the solicitation, will be most advantageous to the Government, price, technical, and other factors considered. Each contract awarded will consist of one base year and options to extend the contract for four additional one-year periods. The contract will have a maximum not-to-exceed five year total of $75 million.
