- Solicitation No. AG-04M3-S-16-0132 Project: Starkey Experimental Forest Fence Construction & Repair Intent: Request for Information The Starkey Experimental Forest located on the Wallowa-Whitman National Forest outside of La Grande, Oregon, is requesting information on a proposed fence construction & repair contract. The intent is to issue either a Requirements Contract or an Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract based on contractor information on how to best accomplish this project. The Starkey Experimental Forest and Range is a 40 square mile enclosure for big game research. The fence is high tensile 8 foot fencing, utilizing both treated wooden posts and steel t-posts. The wire used is 6-foot high tensile Tightlock woven wire, with two strands of single high tensile wire at the top, and a single high tensile wire on the inside of the post, originally meant for electrification. The perimeter fence is approximately 26 miles long, and was constructed in 1989. Because it is nearly 30 years old, many of the treated wooden posts have failed, rotting off at ground level. Replacement of these posts requires that the partially rotten remains be removed to utilize the same hole. The original postholes were drilled into fractured basalt with a track mounted well drilling rig with a 10" bit. Field experience has shown that numerous avenues are available in accomplishing the removal & replacement of the posts, thus making it difficult in establishing specific requirements, evaluation criteria, and contract type. There will be an official site visit held on Thursday, October 13, 2016 at 9:00 a.m. at the Starkey Headquarters. From La Grande, Oregon, proceed northwest on I-84 towards Pendleton, Oregon. At exit 252 turn west on to State Route 244 towards Ukiah, Oregon. Continue on State Route 244 approximately 17 miles to the junction of Forest Service (FS) Road 2120 and State Route 244. Turn right (north) on FS road 2120 and travel approximately 1.5 miles to the main administration site located on the left. 52.215-3 Request for Information or Solicitation for Planning Purposes. (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of determining the best methodology of fence post removal & installation and best contract avenue.
