- The Naval Air Systems Command (NAVAIR) issued FedBizOpps Special Notice, dated 29 February 2016, publicizing the tentative plan to conduct a full and open competition for build-to-print production, manufacture, assembly, test, installation support, and management of the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) Production Program for the future USS Enterprise Carrier Vessel Nuclear (CVN 80)), the third ship in the Navy's Ford-class of aircraft carriers. Additionally, NAVAIR conducted an Industry Day, 22-24 March 2016, in order to assess industry interest and obtain feedback for this procurement. Throughout this stage of market research, the Government has continued to collect EMALS and AAG technical data and analyze its maturation for purposes of supporting a build-to-print CVN 80 EMALS and AAG competition. The Government anticipates that the technical data package will be completed and delivered in Spring of 2017. Based on the Government's continued assessment, the determination has been made that until the complete technical data package is delivered and validated, the Government cannot conduct a competitive procurement for the CVN 80 EMALS and AAG system requirements. Additionally, CVN 80 Required In Yard Dates (RIYDs) provided by Naval Sea Systems Command and the known manufacturing lead times for major EMALS and AAG components are driving a need to be on contract no later than January 2017. With the above factors taken into consideration, NAVAIR intends to enter into sole source negotiations and subsequently establish Firm Fixed Price contract options to procure the CVN 80 EMALS and AAG shipsets from General Atomics, located in San Diego, CA. The options for CVN 80 aircraft recovery equipment will not be exercised until the on-going review is complete and a final determination is made. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. GENERAL INFORMATION: General Atomics, the designer and developer of the EMALS and AAG systems, is the only source possessing the requisite system knowledge, engineering expertise, and technical data necessary to provide the required systems within the required timeframe.
