- Statement of Work Combined Synopsis Solicitation RFQ Please see the attached documents for complete details. The National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Office of Aircraft Operations Center (AOC) in MacDill AFB, Florida 33608, requires internet based Engine Condition and Trend Monitoring (ECTM) service for the engines owned and operated on the NOAA AOC's four (4) de Havilland DHC-6-300 Twin Otters, one (1) Twin Commander Jet Prop 695A, and one (1) Hawker Beechcraft King Air 350ER, in accordance with the attached Statement of Work. The Period of performance for this order is November 1, 2016 through October 31, 2017 with four one-year option periods. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on October 21, 2016; any award resulting from this RFQ will be made based on technical capability, past performance, and price. Technical capability and past performance, when combined, are more important than price. Quotes must be submitted electronically via e-mail to alexander.cooper@noaa.gov. All questions must be submitted in writing to alexander.cooper@noaa.gov by 4:00 P.M. Eastern on October 17, 2016. Telephone inquiries will not be honored. The anticipated award date is on or about October 27, 2016. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
