Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA site has the requirement for commercial depot level overhaul of U.S. Navy LM2500 Paired Blade Turbine (PBT) Gas Generators via Request for Proposal N64498-16-R-5015. The scope of this requirement includes but is not limited to: overhauling, modifying, incorporating mandatory updates, maintaining standard configuration integrity, assembling, testing, preserving, packaging, documenting, marking and preparing for shipping. NSWCPD seeks to competitively award Firm-Fixed-Price (FFP) Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s) utilizing the Lowest Price Technically Acceptable (LPTA) Best Value continuum source selection process as described in FAR 15.101-2. Delivery or Task Orders issued against the Multiple Award Contract(s) (MACs) will be awarded utilizing the Trade-Off Best Value continuum source selection process as described in FAR 15.101-1. The Government intends to make multiple awards to the responsible offerors whose offers conform to the solicitation and are determined most advantageous to the Government, cost and other factors considered. The contract(s) will consist of two (2), one (1) year ordering periods. The contractor must be a responsible General Electric (GE) Level IV licensed maintenance facility and must provide proof of this eligibility. The procurement will be Unrestricted, Full and Open Competition. The applicable North American Industry Classification System (NAICS) Code for this requirement is 333611; Small Business Size Standard is 1,500 employees. The Product Service Code (PSC) for this effort is R425. All offerors shall be registered in the System for Award Management (SAM) database to be considered for award. For further information and instructions please visit www.SAM.gov. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP along with any amendments will be posted to the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov on or around November 1, 2016 and will close approximately 30 days thereafter. All interested parties may download the solicitation and any amendments through FEDBIZOPPS. No CDs or hard copies will be provided. Offerors shall be required to submit both price and technical proposals. Be advised that periodic access to the websites listed above is essential for obtaining updated documentation and information regarding subject procurement. All questions and comments will be entertained after release of the solicitation.
