- Draft Section M - Evaluation Criteria Draft Section L - Proposal Instructions Draft Statement of Work (SOW) Pre-Solicitation Notice/Memo October 3, 2016 Reference Number: HSTS04-17-R-STD172 Subject: Pre-Solicitation Synopsis to all Medium Speed Explosive Detection System Original Equipment Manufacturers The Transportation Security Administration (TSA) is preparing to release a Request for Proposal (RFP) for a competition for a new Inline Checked Baggage Inspection System (CBIS) among Medium Speed Explosive Detective System (MSEDS) Original Equipment Manufacturers (OEMs), with Qualified Product List (QPL) approval letters. This notice does not constitute a request for proposal, and TSA does not guarantee a contract will result from this synopsis. TSA anticipates an official RFP to be released on FedBizOpps sometime in late October of 2016. I. Basic Requirement TSA is preparing to conduct its first competitive procurement of MSEDS equipment and installation for a new airport project in FY 17. Specifically, TSA will be procuring pre-construction technical consultation services, MSEDS equipment, and the installation of that equipment. The attached draft Statement of Work (SOW) is provided for reference to help improve overall understanding of TSA requirements. Contractors are encouraged to provide feedback concerning the attached draft SOW to help inform future solicitation requirements. II. Anticipated Procurement Strategy TSA is considering offering Fair Opportunity to all MSEDS Manufacturers through a competitive procurement to be announced on FedBizOpps. Given the highly specialized equipment required, and the significant amount of testing and vetting equipment must undergo before any equipment is deployed by TSA, all offerors must provide proof of their ability to provide equipment that is both qualified and certified in accordance with current TSA standards. Proof of equipment qualifications must be in the form of a TSA letter to the OEM accepting the MSEDS equipment as part of the MSEDS QPL. Any proposal(s) that do not include this letter will be immediately eliminated from the competition as non-compliant III. Questionnaire Please provide responses to the below questions and submit to TSA per the instructions in Section IV. Please limit your response to three pages. (a) What areas are and are not clear in the draft SOW? Please explain what areas could be improved and why. (b) What areas are and are not clear in the draft Sections L (Proposal Instructions) and Section M (Evaluation Criteria)? Please explain what areas could be improved and why. (c) What risks or challenges do you anticipate to meet TSA objectives? (d) Any comments regarding the anticipated procurement strategy? Please be specific and explain why. Important Note: Contractors are not required to answer or comment on all content contained in this draft SOW in order to respond to this notice. All interested contractors are encouraged to share as many ideas and suggestions to all or some of the topics and questions presented in this synopsis. IV. TSA anticipates such meetings will be held the week of October 10, 2016 and will schedule them with individual contractor representatives. V.
