Description
This is a "Sources Sought Notice" for Market Research Only. No award will be made from this notice. No solicitation, specifications, or drawings are available. Do not request a copy of a solicitation. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this "Sources Sought Notice" or any follow-up information requested. This Notice is published to gain knowledge of Small Business Architect Engineering Firms that are interested in and capable of performing the Architectural and Engineering services detailed below. Project Description: The project is for a new United States Courthouse in Greenville, MS. A site has not yet been selected but will be located in the historic downtown business district. The new Courthouse will meet the long term space needs of the Courts, while also addressing security and circulation deficiencies that exist in the current Federal Building-Post Office-Courthouse. The new building will comply with all federal design guides and security requirements; including, but not limited to, the Facilities Standards for the Public Buildings Service (GSA P100) and the U.S. Courts Design Guide. Upon its completion, the new courthouse shall receive certification from the U.S. Green Building Council at a minimum level of LEED V4 Gold for the project and SITES Silver for the landscaping. The new courthouse will be an anchor for revitalization and future development in the Central Business District, be compatible with the historic character of the neighborhood, and its design shall reflect the dignity, enterprise, vigor, and stability of the Federal Government. The building will be approximately 62,000 gross square feet (GSF), including 17 secure interior parking spaces, and will provide space for the United States Circuit, District, and Magistrate Courts that will include a total of two (2) courtrooms - one (1) District, and one (1) Magistrate and three (3) Judicial Chambers. The building will also house the United States Marshals Service, United States Probation Office, Federal Public Defender, United States Attorney's Office, and GSA's Public Buildings Service. The Estimated Construction Cost range is approximately $25 to $30 million. GSA may contract separately during the design phase for Construction Manager as Agent (CMa) and Construction Manager as Constructor (CMc) services. The CMa and CMc will be involved in the design process to provide administrative functions, construction expertise, estimating services, building information modeling coordination, and both drawing-based and model-based functionality / constructability reviews. There will be a formal partnering process throughout the design and construction phases to promote successful project development and execution through integrated delivery of the project to accomplish established agreed-upon project objectives by all involved parties to their mutual benefit. SCOPE OF WORK The scope of professional services for the new United States Courthouse in Greenville MS will require at a minimum: professional architectural, landscape architectural, engineering, interior design, historic preservation and related consulting services to produce concept, design development and construction documents, specifications, cost estimates, schedules, value engineering services, life cycle costing, space planning, building information modeling (BIM) and construction phase services for a facility that includes the construction of a new building with related systems, inside parking, site development, client program requirements, and sustainable high performance green building (HPGB) systems and features. The Courthouse must be designed to meet the energy goals established by GSA, and will be designed to achieve LEED V4 Gold certification with landscaping designed to achieve a SITES Silver certification. It will incorporate independent total building commissioning as defined by GSA design guides. The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for Public Buildings) 2016 Edition, customer agency requirements include the Courts Design Guide and Publication 64, and certification through the United States Green Building Council (USGBC). The lead designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The lead designer will also participate on the Art-in-Architecture Panel established by GSA for this project as part of GSA's Art-in-Architecture Program. A-E firms are advised that at least 35% of the level of contract effort must be performed in the State of Mississippi. The selected A/E will provide contract administration in all professional services necessary for management of the project to include, but not limited to: • Design Management and Review Services • Cost Management/Estimating Services • Construction Contract Administration Services with an onsite team during the Construction Phase(s) of the Project. • Partnering Services Capability Statement: Interested Small Business concerns must provide capability statements that include at least two (2) projects completed in the past ten (10) years valued at least $25,000,000 and consisting of at least 50,000 square feet in which your firm served as the primary Architect/Engineering Firm. Similar projects are defined as federal, state, local courthouse construction. Details of two (2) Courthouses or similar "class "A" buildings (Building Owners and Managers Association (BOMA), classification projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms must include the following information for each of the two (2) similar projects. a. State whether the firm acted as the Prime Contractor or Subcontractor. Also include the services covered under your contract (as noted above in the scope of services). b. Dates for the two (2) projects and project references (inclusive of name, title, email address and phone number). c. Project cost, performance period, and complexity (technical challenges applied to design and design management, requiring identification of possible areas or occasions within the course of the design process where building defects are likely to originate, and where preventive measures most likely will be effective), and/or type of project. The submittal shall be no longer than three (3) pages and shall also include the following information: 1. Company name, address, point of contact with verifiably correct telephone number and email address. 2. Company business size, including any official teaming arrangements as a partnership, Contractor Teaming Arrangement (CTA) or joint venture. Company documentation shall include verifying status (if any) as a certified 8(a) small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUB) zone small business, service disabled veteran owned small business, or veteran owned small business. NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. Failure to submit all information requested may result in a contractor not being considered as an interested concern. Letters of interest must be submitted no later than October 17, 2016.
