- RFI Request for Information Information Technology (IT) Support Services for the National Labor Relations Board (NLRB) Dated: October 4, 2016 This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The information gained will assist in developing the acquisition for the Agency's Information Technology (IT) mission and administrative systems. The NLRB Office of Acquisition Management is issuing this notice to request feedback from industry about capability of accomplishing the general requirement as follows: This requirement encompasses many aspects of IT support with a focus in the following areas: Provide ongoing federal technology operations and maintenance support and new development for NLRB's enterprise applications including the following technology products and services: A. Technology project management in a Windows environment. B. Architecture, engineering and applications development, integration, and customer support for a 1600 person organization with high public visibility websites. C. Websites - Internet and Intranet • Drupal 7 • EFiling/eService Online Applications • Mobile Applications/Responsive Design • Office 365/SharePoint Online • Microsoft InfoPath Forms • Azure Applications • ServiceNow D. Imaging Products (Faxes, Scanners & Postage Meters) • Ricoh RMP5002/4002 Copier/Printer/Scanners • NSI Autostore • C#/.NET • SharePoint Integration • OneDrive Integration • Kodak Scan Station scanners • Federal Standards Compliance (508, FIPS, etc.) • Encryption & Security Standards (including SHA, AES, FIPS 140-2) • Captiva 7.0 and above • AquaForest SDK • Image processing & filtering (including skew correction, noise reduction, color detection, blank page detection, barcode detection) • TIFF & PDF manipulation (including multi-page tiff) • NARA scanned or image related standards and requirements for archival and retention • Azure (including Queues, Topics, Web Jobs, Functions) • Cloud Migrations E. Data Products • SOLR (including SOLR upgrade to version 5, streamlining schema and config files, configuring delta queries, upgrading Java and service wrapper, Performance tune configuration) • Web UI design • OBIEE (including 12.c migration from OBIEE 10.g and 11.g) • Enterprise Data Warehouse (EDW) (Including migration of stored procedures and creation of new data marts) • C#/.NET • SQL Server Integration Services (SSIS) • Cloud Migrations The objectives of this requirement must be met by professional personnel who are highly skilled and that are keenly aware of the sensitivity associated with the information and areas in which they are performing these services in support of the highest levels of the Agency. The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence on approximately March 15, 2017, to allow for up to a 30 calendar day transition period. To this end, the NLRB Office of Acquisition Management is seeking the following information from 8(a) certified companies, to include concerns owned by an Indian tribe or an Alaska Native Corporation (ANC), under the North American Industry Classification System (NAICS) code 541513 - Computer Facilities Management Services - with a size standard of $27.5 Million. Considering the nature of the work specified above, the Government welcomes comments as to which NAICS Code is most appropriate for this action. Responses should be tailored to the specific task areas / technologies mentioned above. 1) Briefly identify your firm's capability to perform the task areas listed above. Provide information that demonstrates the extent of your corporate experience performing the same or similar work during the last three (3) years. 2) Describe your approach to operating in an environment with tight timelines and sometimes unrealistic expectations with respect to delivery schedules and overall ROI (operational and/or financial). 3) Describe your approach to the simultaneous management of multiple high priority projects. 4) How would you build (or how have you built) a culture of continuous improvement in a diverse organization? What are the keys to success? 5) How would you build (or how have you built) a culture of engagement in in an organization? What are the keys to success? 6) What is your approach to dealing with cultural barriers and fear of change? 7) Describe your approach toward measuring culture for engagement and continuous improvement. INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to ten (10) single sided pages (including all attachments, charts, etc.) and should also include an indication of current Indian tribe or ANC business status (if applicable), and SBA 8(a) exit date; this indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and CAGE code. All responses to this RFI must be submitted electronically (via e-mail) to Julie Yarbrough, Contracting Officer, at julie.yarbrough@nlrb.gov in Adobe Portable Document Format (PDF). Facsimile responses will not be accepted. COMMON CUT-OFF TIME/DATE: Capability statements with respect to the information above are due no later than 3:00 p.m. (EST) on October 19, 2016. Capability statements received after this date and time may not be considered. DISCLAIMER AND IMPORTANT NOTES: This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided by the vendor in this response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. As a result of this notice, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the RFP will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
