- 1. This is a Sources Sought Notice. No proposals are being accepted or requested from this notice. 509 CONS/LGCB requests interested, qualified sources to respond to this notice. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), or invitation for bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the government as a result of information submitted in response to the sources sought announcement. Consequently, the Government will not reimburse any vendors for the cost incurred to provide information for this effort. 2. The 509th BW at Whiteman AFB, Missouri is seeking potential sources to provide B-2 Mission Planning & Combat Intelligence Services. The services provide operational mission planning and combat intelligence systems on-site support for the B-2 Bomber Weapon System. The contractor will conduct all mission planning and mission planning intelligence tasks required to support all B-2 Bomber Weapon System flight operations to include Low Observable (LO) mission planning. Additionally, the contractor will be able to support both the legacy UNIX-based Air Force Mission Support System (AFMSS) while an ongoing transition to the WINDOWS-based Joint Mission Planning System (JMPS). 3. This notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. Failure to respond to this notice does not preclude proposal submittal should a formal acquisition be announced. 4. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 PM CST on 20 Oct 2016. Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be accomplished on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Sources shall include in their information: a. A detailed capabilities statement stating their capabilities in providing the same or similar item described in this notice. b. A point of contact with phone and e-mail information. c. Business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business). d. Business size based on NAICS 541990. e. A positive statement of interest to submit a proposal. 5. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
