Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for Low Rate Initial Production (LRIP) 3 and 4 in Fiscal Year (FY)17 and fixed price type contracts for LRIP 3 and 4 in FY 18, with LRIP 4 as an option to be exercised in FY19 to Northrop Grumman Systems Corporation (NGC), San Diego, CA, on a sole-source basis to procure the MQ-4C Triton Unmanned Aircraft System (UAS) (formerly known as Broad Area Maritime Surveillance (BAMS) UAS) and related supplies and services. The LRIP 3 and 4 AAC will procure long lead items (e.g., components, material, parts, and associated efforts) required to maintain the planned production schedules. The LRIP 3 and LRIP 4 contracts will each include up to three aircraft, one main operating base, one forward operating base, trade studies, mission control systems, non-recurring engineering costs (e.g., parts obsolescence engineering and productionization), engineering change orders, integrated logistics support (ILS), interim contractor support, trainers, and support equipment. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed action for LRIP 3 and 4. NGC is the sole designer and developer of the MQ-4C Triton UAS. This contract is a follow-on contract for the production of a major system and award to any other source other than NGC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract actions based upon the responses to this notice is solely within the discretion of the Government.
