Description
General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 Contract Information. The U.S. Army Corps of Engineers, Rock Island District, is seeking Businesses that can provide the following: Forestry services for projects located within the geographic boundaries of the Rock Island District area of responsibility. The proposed contract will be a Small business set aside, firm fixed price, five (5) year Indefinite Delivery Indefinite Quantity contract in accordance with procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services and FAR Part 13, Simplified Acquisition Procedures. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision. Minimum Technically Acceptable Contractor Expertise Criteria: All timber inventory cruise data collection, timber stand improvements, and tree planting shall include and involve at least one Certified Forester accredited by the Society of American Foresters or at least five years of equivalent professional forestry experience per crew. Proof of experience shall be furnished by the Contractor and approved by the Contracting Officer prior to the commencement of any work. The Contractor must also demonstrate through experience, references, project lists, or reports, that these individuals exhibit a thorough knowledge of trees, shrubs and herbaceous plants and plant communities common in the floodplain of the Upper Mississippi River. Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. North American Industrial Classification Code (NAICS): 115310, Support Activities for Forestry Size standard: $7.5M Federal Service Code: F005 - Natural Resources/Conservation - Forest Tree Planting Point of Contact: Liz Dennison, at elizabeth.a.dennison@usace.army.mil Project Description: This indefinite delivery indefinite quantity contract is to assist the U.S. Army Corps of Engineers, Rock Island District (USACE) with Forestry and associated services for projects located within the following counties: Clayton, Dubuque, Jackson, Clinton, Scott, Muscatine, Louisa, Des Moines, and Lee in the state of Iowa; Grant in the state of Wisconsin; Jo Daviess, Carroll, Whiteside, Rock Island, Mercer, Henderson, Adams, Pike, Calhoun, Brown, Schuyler, Fulton, Peoria, Putnam, Bureau, La Salle, Grundy, Marshall, Woodford, Tazewell, Mason, Cass, and Morgan in the state of Illinois; Clark, Lewis, Marion, and Ralls in the state of Missouri. See Attachment 1 to this Sources Sought Notice for Map of covered area. The actual work areas may or may not be accessible by land (some may be on islands or other floodplain areas accessible only by vessel). Work may include, but are not limited to: Supplying tree and shrub planting stock and materials, planting trees and shrubs, supplying and direct seeding woody and/or herbaceous seed mixes, harrowing, cultipacking, felling and/or girdling trees by hand crews for timber stand improvement, supplying and applying approved herbicides for foliar and/or basal treatments of herbaceous and/or woody species, supplying and applying fertilizer to tree plantings, rough cut mowing, forestry mulching, providing and operating jon boats, providing and operating a work barge, and completing timber inventory survey. Submission Instructions: Responses to this Sources Sought notice must be submitted electronically (via email) SUBJECT: W912EK-17-X-FRSY, Forestry Service for Projects Located within the Geographical Boundaries of the Rock Island District Area of Responsibility. Please send to Contract Specialist, Liz Dennison, at elizabeth.a.dennison@usace.army.mil no later than 12:00 pm Central Time, 03 November 2016. All responses must be received by the specified time and due date to be considered. All successfully submitted responses will receive an acknowledgement by return email. Firm's response to this Sources Sought shall be limited to 10 (10) pages and shall include the following information: • Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number • This sources sought announcement is open for responses from small businesses. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 115310, Support Activities for Forestry. Offeror's type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned, 8(a)). • Offeror's joint venture information, if applicable, existing and potential. • Provide relevant information on the Firm's experience/Capabilities as it pertains to the proposed work outlined in the Project Description. • Provide a maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value. Projects considered similar in scope include timber management services provided in the central hardwood region of the United States. Projects are expected to represent ability of execution of task(s) and logistics required to perform the following actions: Timber inventory collection and data delivery conducted in one calendar year exceeding 300 acres of surveyed forest. Tree plantings and/or forest stand thinning efforts exceeding 50 acres of treated area. The Government may verify information in CPARS or PPIRS. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
