- Request for Information Notice - Auto Parts Resale and/or Auto Care Service and/or Quick-Lube Service Concessions THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes, and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this RFI must be in writing. The purpose of this RFI announcement is for advanced market research in order to make appropriate acquisition planning decisions and to gain knowledge of potential qualified offerors interested and capable of providing the services described below. Headquarters, United States Marine Corps, Marine Corps Community Services (MCCS), is requesting information from nationally recognized name-brand companies interested in doing business with MCCS to provide and operate a concession for (1) an auto parts retail store, and/or (2) auto care services, and/or (3) quick-lube services aboard Marine Corps military installations within the 50 United States. Any contract awarded may require a contractor to renovate an existing facility or build a new facility aboard the installation. If MCCS chooses to pursue a contract, more details would be provided in a follow-on Request for Proposals (RFP) regarding participating installations, specific locations and facility requirements, etc. As an example, at the bottom of this notice, we provided sample information regarding a concession requirement for MCAS Cherry Point as a potential initial participating location. Interested companies are requested to provide the following information in response to this Sources Sought Announcement: 1)A statement that you believe your company has the capability to meet all above stated requirements. 2)Overview of company and brief history of your company's past experience (within past 3 years) as a nationally recognized name-brand operation performing similar services 3)High-level concepts of operations and capability to provide (1) auto-parts resale, and/or (2) auto care services with nation-wide warranties, and/or (3) quick-lube services with nation-wide warranties 4)Contracting approach (i.e., through one contract with the company headquarters or via separate contracts with local franchisees) All information submitted in response to this Request for Information is strictly voluntary and shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Interested parties shall submit information via email to Janice Weiland at janice.weiland@usmc-mccs.org no later than 3:00 pm eastern time, 14 October 2016. === SAMPLE: MARINE CORPS AIR STATION CHERRY POINT INFORMATION === Scope of work for auto parts and automotive services contractor for Bldg. 4472 at MCAS Cherry Point, NC. Selected contractor will occupy entirety of Bldg. 4472 and will offer retail and wholesale auto parts for resale. Facility dimensions; · Retail space to include storage and office space – 5,962 Service bays storage and office space – 8,596 The contractor will provide automotive services as outlined below. · Brakes · Lube Oil & Filter · Tires, Rotate & Balance · State Inspection · Alignment & Suspension · AC (Seasonal) Additional services may be added by agreement of both parties. The expected minimum commission rate is equal to or greater than 8% and the contractor is authorized to offer auto parts at wholesale on and off station (dealer accounts) as needed however, all sales initiated through the facility (Bldg. 4472) are to be counted as “commissioned” sales to MCCS. Sales of auto parts and automotive services generated through the facility are anticipated to be approximately 1.4 million dollars. Contractor may affix signage to the building facade and may erect a marquee sign in grassy area at corner of Woodside Dr. and Carteret Rd. All signage dimensions and appearance must be pre-approved by MCCS/Station. A ll changes to the façade or structure to include signage are at the contractors own expense and must first be approved by MCCS/Station. Vendor is responsible for utilities at own expense. Fuel business (8 pumps) will remain the responsibility of MCCS however contractor must provide access to power panel s /timers and fuel management equipment residing inside building 4472. Selected contractor must purchase the existing equipment in the service ba y area at a fair market price. MCCS is not responsible for loss of sales due to base closure, construction/ maintenance of roads, utilities or parking lots. Contractor is expected to maintain MCCS standards in dress code, grooming and customer service.
