- CA's Office of Consular Systems Technology (CA/CST) delivers and maintains the operation of Information Technology (IT) solutions for CA to achieve its mission, providing 24/7 support to over 383 sites across the world. CA/CST's portfolio includes over 90 technology systems and applications under operational support with over 125 concurrent active projects aimed at stabilizing, modernizing, or enhancing those systems. CST's Division of Service Strategy and Portfolio Management (SSPM) provides services to all CST stakeholders, and includes management of the CST Systems Development Life Cycle (SDLC), which within the larger Integrated Service Lifecycle (ISL) governs any changes to the code, architecture or design of consular systems. CST Information Technology Governance (ITG) is a decision-making framework for addressing several enterprise-level initiatives within CA/CST. ITG ensures the alignment of the technology strategy with the business strategy, focusing on the links between business objectives and project objectives. With the support of ITG, our business-line leaders and experts work together to understand and define enterprise and portfolio needs and priorities. Among other things, they approve the overall IT budget request, funding allocations, IT portfolio-specific budget requests, prioritization, and changes to established budgets.
