- Statement of Work - ASL / CART Services - DR-4277-LA This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSFE06-17-Q-0717 and is issued as a Request for Quote in accordance with FAR Part 12 and FAR 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-88-1. The associated North American Industrial Classification System (NAICS) code for this procurement is 541930, Translation and Interpretation Services, with a small business size standard of $7.5 million. This acquisition is 100% set aside for Local Louisiana Small Business concerns. This set aside is for small business concerns that reside or primarily conduct business in the state of Louisiana. Preference will be give to those small businesses located in the declared disaster areas for the Severe Storms and Flood for DR-4277. Offerors shall furnish documentation to support the set-aside. Offers shall not be accepted or evaluated from offerors who are not local, small businesses in accordance with FAR 52.219-6. This will be a Firm-Fixed Priced purchase order. Description of Requirement: The FEMA Joint Field Office (JFO) located in Baton Rouge, LA is supporting DR-4277-LA, Severe Storms and Flooding recovery efforts and has an immediate need for on-site American Sign Language Interpreters and CART services in accordance with the attached Statement of Work (SOW). Response Submission Instructions: Responses to this Request for Quote (RFQ) are due no later than 6:00 pm CST, on Friday, October 7, 2016. Questions regarding this solicitation shall be submitted to the Contracting Officer via email only, no later than 1 PM, CDT, on Thursday, October 6, 2016. Questions received after this time and date may not be considered. Questions and quotes shall be submitted to Lisa G. Thibodeaux, lisa.thibodeaux@fema.dhs.gov via email. Each Offeror shall submit an electronic version of your company's quote. Proposals sent or received by U.S. Postal or courier mail to the office or physical address shall be accepted, but must be received no later than 6pm, Friday October 7, 2016 to the following address: FEMA, JFO, ATTENTION: Lisa Thibodeaux, Contracting Officer, 4th floor, 415 N. 15th Street, Baton Rouge, LA 70802. Period of Performance: The base period of performance shall be from date of award through 30 days after award, with an option to extend. Place of Performance: See SOW for physical location(s). Basis for Award: The award shall be made to the responsible offeror(s) whose offer conforming to the RFQ will be most advantageous, and represent the best value to the Government. Award decision shall be based on the lowest price technically acceptable (LPTA) proposal. Therefore, the award shall be made on the basis of the lowest priced proposal that meets or exceeds the acceptability standards and requirements as set forth in the SOW. Please read SOW carefully and completely. Price proposals will be evaluated to determine price reasonableness. The Government intends to make award without discussions. Therefore, offerors are cautioned that their initial offer should contain the best terms. Cover Letter Content: All proposal submissions must include the following information. In the addition, the following Homeland Security Acquisition Regulations (HSAR) shall be applicable to the contract: 3052.204-70, 3052-71, 3052.209-70. 52.219-6 Notice of Total Small Business Set-Aside. As prescribed in 19.508(c), insert the following clause: NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (JUNE 2003) (a) Definition. "Small business concern," as used in this clause, means a concern, including its affiliates that are independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation. (b) General. (1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. (2) Any award resulting from this solicitation will be made to a small business concern. (c) Agreement. A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $25,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply to construction or service contracts. 52.226-4 Notice of Disaster or Emergency Area Set-Aside. NOTICE OF DISASTER OR EMERGENCY AREA SET-ASIDE (NOV 2007) (a) Set-aside area. Offers are solicited only from businesses residing or primarily doing business in the State of Louisiana. Offers received from other businesses shall not be considered. (b) This set-aside is in addition to any small business set-aside contained in this contract. (End of clause) 52.233-2 Service of Protest. 52.232-18 Availability of Funds. As prescribed in 32.705-1(a), insert the following clause: AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
