Description
Telemetry System Specification REQUEST FOR INFORMATION (RFI) for Solicitation N64498-16-R-5068 THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for a new shaft vibration telemetry system for the Elecrtric Drive Test Facility (EDTF). This system will consist of one ring of 24 total sensor inputs. The telemetry system is comprised of three parts: (1) an inductively powered rotating collar possessing integral electronics required for power conditioning of sensors, on-board low and high frequency filters, appropriate data acquisition sampling rates for the frequency band of interest, etc., (2) a stationary antenna, and (3) a receiver that provides real-time output. Accumetrics, Inc. of Latham, NY is the exclusive provider of non-contacting shaft vibration telemetry systems for the modern Navy noise measurements involving ICP type accelerometers IAW FAR 6.302-1, as only Accumetrics, Inc. meets the Government's requirements. Accumetrics can supply a telemetry system that provides necessary low frequency rejection of the once-per-revolution DC signal due to the earth's gravitational field, and also possesses the required sampling rate for a broad range of frequency coverage over up to 24 accelerometers. Accumetrics is the only supplier that can provide the sensitivity, accuracy and frequency range required for this test facility. In addition, it is required to have a system that is fully compatible with an existing system that will be used by the shipbuilder on the same drive train for the Equipment Under Test (EUT), as it may be necessary to phase-match the sensors on the two rings. As Accumetrics is supplying the telemetry system for the EUT, this can only be performed with another Accumetrics telemetry ring. Therefore, the unique specialized features of the equipment which match requirements of the test measurements require selection of the Accumetrics product. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing an Accumetrics, Inc. solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Purchase Specification is attached. SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide telemetry system to meet the needs of the Government. Responses shall discuss how your product will meet the requirements found in the SOW. Responses are not to exceed 3 - 10 pages. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Christopher Stack at christopher.stack@navy.mil with the subject line "RFI Telemetry System Procurement." All responses shall be unclassified and submitted by no later than 4:30 pm Eastern on October 19, 2016. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
