- This is a notice of intent to award a sole source contract under the statutory authority of 10 USC 2304(c) (1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly-specialized and award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The current DoD Human Exploration Payloads contract period will expire on 31 October 2016. During planning, preparation, and execution of the follow-on acquisition, the Government musts sustain the current level of contract support to critical space missions and requires a minimum 12-month carry-over contract to bridge the gap for a follow-on contract. Four three-month contract options are also planned to cover unexpected delays to the follow-on contract award. A competitive acquisition for the follow-on acquisition is planned to be accomplished during the initial 12-months of this bridge effort. For this bridge, given the unique and highly skilled nature of the effort, the incumbent is the only contractor who can provide these services without an unacceptable delay to mission schedules. This sole source contract will allow the incumbent, MEI Technologies Inc., to provide the full-spectrum of services required to support the flight of Department of Defense and reimbursable payloads on the International Space Station, its resupply launch vehicles, and related research platforms including: STP-H5, STP-H6, Roll-Out Solar Array (ROSA), and STPSat-4 until the follow-on contract is awarded. This action will result in a cost plus fixed fee (CPFF) contract, with an estimated contract value of $9.4M. This Pre-Solicitation Notice is for informational purposes only, and is not a request for competitive proposals. This announcement constitutes the only notice for this carry-over effort.
