Professional: Other Subject: Synopsis/Notice of Intent to award a sole source contract to Doxcelerate Corporation to support Policy Systems Support to the Policy Division (NA-MB-22), Office of Business Services DESCRIPTION: Doxcelerate shall provide information systems support to NNSA to include support for the online automated Review and Comment tool (RevCom), Policy Portal, editing support, and RevCom and Policy Portal administration. Doxcelerate?s RevCom applications support the development of new and revised policies for NNSA Headquarters, Field Office, and contractor employees to review and comment on draft policies for content, relevance, applicability, accuracy, and implementation cost. Once reviewed, the results are forwarded by the appropriate Directives Point of Contact (DPC) to the Secretarial officer or designee for approval. NNSA RevCom and Policy Portal are designed to work concurrently to communicate Policy activity, to minimize training and support requirements, and to reduce or eliminate distribution delays associated with the manual process. Doxcelerate shall perform the following tasks: Host the Policy Portal and RevCom application for NNSA Maintaining Software Licenses RevCom Software Maintenance and Technical Support Establish the method for the electronic authentication (e-authentication) of the Subject Matter Experts (SMEs) similar to the one for the Directives Point of Contact (DPCs). Archive and Retrieval User Instructions and Training Base Year RevCom Business Process Package, which includes RevCom business process administration, document development, and document publication RevCom/Website Enhancements and New Development Assessment and Authorization (A&A), which includes authorization of system, and reporting and continuous monitoring. NNSA awarded the contract to Doxcelerate Corporation on a sole-source basis. The statutory authority permitting other than full and open competition is 41 USC 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. Doxcelerate has been identified through NNSA?s market research as the only responsible source because it is the only known U.S. entity that is capable to perform the work as stated in the PWS (Performance of Work Statement). This notice serves as notice of intent to award a sole source contract and is not a solicitation/request for competitive proposals. However, all responsible sources may submit a capability statement by 11:59 pm Eastern Daylight Time (EDT) October 20, 2016, which will be considered by the agency. Capability statements shall not exceed three pages (including all cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect (located at https://www.fedconnect.net). Any Vendor submitting a capability statement shall include its company/organization name, business size (small or large?if appropriate), mailing address, point of contact with telephone number and e-mail address and should provide information that is pertinent and specific to the description of services. FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements or expressions of interest submitted via a method other than FedConnect?s Message function will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Messages from non-interested parties, such as professional market research firms requesting general information on this procurement, will not be considered.
