Notional Performance Specification for Unmanned Undersea Vehicle (UUV) Support Platform PURPOSE: This is a Request for Information (RFI) notice only and is identical to RFI N00024-17-R-2210 which was posted to the NAICS code 541330. This RFI is for informational planning purposes and it not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. This is a sources sought notice for information and acquisition planning purposes. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. The Naval Sea System Command (NAVSEA) is hereby issuing a Request for Information (RFI) seeking information from all potential sources who may be interested in supplying a support platform (ocean-going craft) for an existing Navy-owned autonomous unmanned undersea vehicle (UUV). The support platform must have the capability to transport, launch, and recover the UUV for operations; and husband the UUV for replenishment and routine maintenance. For this assessment, the Navy is primarily interested in the lowest procurement and maintenance cost solutions involving special purpose non self-propelled craft (barges) with semi-submersible platforms (ballasted, gear-driven, hydraulic), synchrolifts, or gantry cranes capable of safely launching and recovering the UUV in up to a Sea State 3. Respondents are requested to provide information concerning estimated procurement price and estimated operations and maintenance costs of the vessels as indicated below. To reduce the cost of the platform the, the contractor's proposal may include modifying an existing government furnished YON Tank Barge, YC Open Lighter Barge, other available government owned barge, or other contractor provided (non-government furnished) barge. For purposes of this request only, the Navy is contemplating acquiring one (1) system along with associated test support and first year operational support. As a basis for the response to this request, it should be assumed that the system would be contracted in the Government Fiscal Year (FY) 2018. DESCRIPTION: See attached Notional Performance Specification for Unmanned Undersea Vehicle (UUV) Support Platform. RESPONSES: Responses should be limited to 20 pages or less (not including any drawings, specifications, diagrams, renderings or other documents to demonstrate technical capabilities, respondent's operational support capabilities, or respondent's estimated operational or maintenance cost estimates). A detailed proposal is not requested. Provide as much of the following technical data as practical within the time constraints of this inquiry. If the Respondent has multiple systems that meet the RFI requirements, a separate response should be submitted for each. The following information is requested: 1. Provide drawings, renderings, specifications and/or other technical data or information for a system which is capable of meeting the requirements stated in the attached Notional Performance Specification for Unmanned Undersea Vehicle (UUV) Support Platform. 2. If the same or similar systems have been produced, provide photographs of the system; a narrative of the system's actual operational performance; the time required to design, test, produce and deliver the system; and a description of lessons learned that could be incorporated in a redesign of the system. If the system has not been previously produced, provide an estimate of the time required to complete design, testing, production, and delivery of the system. 3. Provide detailed estimates of the price to design, produce, and deliver the system. Provide a breakdown of estimated costs to operate and maintain the system within the scope described in the attached Notional Performance Specification for Unmanned Undersea Vehicle (UUV) Support Platform. Submission of Information: Interested parties are free to submit any information which may assist the Navy in its market research, no specific format is required. Information of interest includes: • Drawings or renderings • Technical specifications • Photographs, videos, animations, diagrams, or descriptions to demonstrate the capabilities of the system and the concept of operations • Developmental or operational test results • Notional schedules to design, produce, and deliver the system • Estimated price to design, produce, and deliver the system • Estimated costs to operate and maintain the system • Contact Information Information should be mailed to Dan Shimooka, Program Executive Office Ships (PMS325), 1333 Isaac Hull Avenue SE Stop 2501, Washington Navy Yard, D.C. 20376-2501 and labeled with the solicitation number. Information can also be submitted by e-mail to daniel.shimooka@navy.mil but total file size is limited to 10 MB. Responses are requested by 2:00 PM (EST), on 16 November 2016. Submissions may be accepted after this date, but feedback may not be as timely or contribute to NAVSEA's strategic planning. Questions can be submitted via e-mail to Mr. Dan Shimooka (daniel.shimooka@navy.mil) and Ms. Roxie Thomas (roxie.thomas@navy.mil). Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
