SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources that can provide Program Support for its Teleport System. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACTING OFFICE ADDRESS: DISA DITCO-NCR-PL61 P.O. Box 549 Fort Meade, MD 20755 INTRODUCTION: This is a sources sought notice to determine the availability and technical capability of all businesses, large and small, (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) which are capable of providing program support to the DoD Teleport system. SMALL BUSINESSES ARE HIGHLY ENCOURAGED to RESPOND TO THIS NOTICE. Program support includes: Overall DODI 5000.02 and General Program support for an ACAT 1AC program. Additional detail regarding these capabilities can be found in the "Required Capabilities" section of this notice. PROGRAM BACKGROUND: The DoD Teleport System provides tactical users access to the Defense Information Switched Network (DISN) services in a seamless, interoperable, and economical manner anywhere in the world between latitudes 65 degrees North and South. The DoD Teleport System has been fielded in a series of generations with Generation One and Two being completed in 2010. Generation I Fiscal Year ((FY) 02-08) fielded capabilities for C, X, Ku, EHF, and UHF bands. Generation II (FY06-10) fielded Ka-bands and Intranet Protocol (IP) capability. Generations I and II require constant technical refresh/technical insertion to keep up with evolving technology. Teleport Generation 3 (FY10-20), currently being fielded, provides for three satellite gateway enhancements funded by Office of the Secretary of Defense (OSD) Program Objective Memorandum (POM) 2010 Issue Paper 3414-01. The issue paper advocated for support of critical satellite gateway enhancements which would enable the synchronized fielding of satellite terminals with their respective space segments. The critical gateway enhancements identified in the issue paper were: • Advanced Extremely High Frequency Extended Data Rate (AEHF XDR) terminals; • Wideband Global System enhanced X- and Ka-multiband (WGS X/Ka) terminals; • Mobile User Objective System (MUOS) to Legacy Ultra High Frequency (UHF) Systems Interoperability REQUIRED CAPABILITIES: Responses to this Source Sought shall describe and demonstrate experience in the following requirements areas: 1. Overall DODI 5000.02 Support - Department of Defense Instruction (DODI) 5000.02 provides overarching management principles and mandatory policies that govern defense acquisition systems including the Teleport system. Prospective contractors will be required to provide continual assistance in maintaining and updating required documentation and/or topics for the Teleport system as required by specific enclosures of the DODI 5000.02. Continual assistance will be provided for the following DODI 5000.02 enclosures: Enclosure 2: Program Management Enclosure 6: Life-Cycle Sustainment Enclosure 8: Affordability Analysis and Investment Constraints Enclosure 9: Analysis of Alternatives Enclosure 10: Cost Estimating and Reporting Enclosure 11: Requirements Applicable to all Programs Containing Information Technology (IT) Enclosure 13: Rapid Fielding of Capabilities Examples of documentation and/or topics to be maintained/updated may include: Acquisition Strategy (AS), Risk Management, Clinger Cohen Act (CCA) Compliance, Economic Analysis, Cost Analysis Requirements Description (CARD), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB), and Earned Value Management (EVM). Examples of potential deliverables may include: updated program documentation, acquisition program and life cycle cost estimates, briefing materials, and point papers. 2. General Program Support - The Teleport system requires general program support. Prospective contractors must plan and integrate all milestone phases of the program. This includes synchronizing Teleport efforts (including technical refresh) with internal and external customers across all aspects of the program. In addition, it includes tracking programmatic schedule, performance information, financial information, and funding levels. Examples of potential deliverables may include: maintaining and/or updating Performance Measurement Baseline (PMB), Integrated Baseline Reviews (IBR), Master Baseline Schedules, Work Breakdown Structures (WBS), financial tracking documents, briefing materials and point papers. SPECIAL REQUIREMENTS: All personnel involved with the identified services must have SECRET clearance. SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Commercial And Government Entity (CAGE) code 3) Name of company representative and their business title; 4) Type of Business (Large or Small). If Small Business please state type Interested businesses should submit a brief capabilities statement (no more than four (4) pages) demonstrating ability to perform the services listed in the "Required Capabilities" section of this Sources Sought Announcement. The four page response does not include one cover page and one executive summary page. The capability statement must be single spaced, 11-point or greater Times New Roman font with at least one-inch margins on 8 1/2" X 11" page size. The capability statement must be in Word or PDF format and not exceed 3 MB limit. Responses must specifically describe the contractor's capability to meet the requirements outlined in this Sources Sought Announcement. Vendors who wish to respond to this sources sought must send responses via email by October 20, 2016 @ 5:00 PM Eastern Daylight Time (EDT) to daniel.g.wartell.civ@mail.mil and silvia.molinillo-corral.civ@mail.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Oral communications are not permissible. Marketing brochures and/or generic company literature will not be considered. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512 (Computer Systems Design Services), with the corresponding size standard of $27.5 Million. This Sources Sought notice is requesting responses from all businesses that can provide the required services under the NAICS Code; however, SMALL BUSINESSES ARE HIGHLY ENCOURAGED TO RESPOND. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
