- SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources that can provide Systems Engineering and Testing Support for its DoD Teleport System. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Box 549 Fort Meade, MD 20755 INTRODUCTION: This is a sources sought notice to determine the availability and technical capability of all businesses, large and small, (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) which are capable of providing systems engineering and testing support to the DoD Teleport system. SMALL BUSINESSES ARE HIGHLY ENCOURAGED to RESPOND TO THIS NOTICE. Systems engineering and testing support includes: System Analysis, System Integration, Communications Engineering, and Test and Evaluation (T&E). Additional detail regarding these capabilities can be found in the "Required Capabilities" section of this notice. PROGRAM BACKGROUND: The DoD Teleport System provides tactical users access to the Defense Information Switched Network (DISN) services in a seamless, interoperable, and economical manner anywhere in the world between latitudes 65 degrees North and South. The DoD Teleport System has been fielded in a series of generations with Generation One and Two being completed in 2010. Generation I Fiscal Year ((FY) 02-08) fielded capabilities for C, X, Ku, EHF, and UHF bands. Generation II (FY06-10) fielded Ka-bands and Intranet Protocol (IP) capability. Generations I and II require constant technical refresh/technical insertion to keep up with evolving technology. Teleport Generation 3, currently being fielded, provides for three satellite gateway enhancements funded by Office of the Secretary of Defense (OSD) Program Objective Memorandum (POM) 2010 Issue Paper 3414-01. The issue paper advocated for support of critical satellite gateway enhancements which would enable the synchronized fielding of satellite terminals with their respective space segments. The critical gateway enhancements identified in the issue paper were: • Advanced Extremely High Frequency Extended Data Rate (AEHF XDR) terminals; • Wideband Global System enhanced X- and Ka-multiband (WGS X/Ka) terminals; • Mobile User Objective System (MUOS) to Legacy Ultra High Frequency (UHF) Systems Interoperability REQUIRED CAPABILITIES: Responses to this Source Sought shall describe and demonstrate experience in the following requirements areas: 1. Overall DODI 5000.02 Support - Department of Defense Instruction (DODI) 5000.02 provides overarching management principles and mandatory policies that govern defense acquisition systems including the DoD Teleport system. Prospective contractors will be required to provide continual assistance in maintaining and updating required documentation and/or topics for the DoD Teleport system as required by specific enclosures of the DODI 5000.02. Continual assistance will be provided for the following DODI 5000.02 enclosures: Enclosure 3: Systems Engineering Enclosure 4: Developmental Test and Evaluation Enclosure 7: Human Systems Integration Enclosure 11: Requirements Applicable to all Programs Containing Information Technology (IT) Enclosure 13: Rapid Fielding of Capabilities Examples of documentation and/or topics to be maintained/updated may include: Capability Development Document (CDD), Capability Production Document (CPD), Concept of Operations/Operational Mode Summary/Mission Profile (CONOPS/OMS/MP), Information Support Plan (ISP), Initial Capabilities Document (ICD), Program Protection Plan (PPP), Systems Engineering Plan (SEP), Test and Evaluation Master Plan (TEMP), Waveform Assessment Application 2. Requirement Analysis - The overall guidance for the DoD Teleport System is contained within the Operational Requirements Document (ORD), Joint Staff (JS) validated coverage capacity requirement and other requirements documents. Prospective contractors must continually analyze these documents and their updates/revisions to determine how system design, testing, and implementation of Teleport requirements will continue to be achieved. Examples of potential deliverables may include: requirements traceability matrix, coverage and capacity analysis document, and briefing materials. 3. System Integration - The requirements for the DoD Teleport System are continually updated and evolving. Prospective contractors must develop and continually update integration and migration strategies for integrated Teleport Subsystems and communication networks which include: the Gateway Management Subsystem (GMS), the DISN Operational Support System (OSS), and the Data Communications Network (DCN). System integration will also include integrating tech refresh or new capabilities to existing systems or architectures. Examples of potential deliverables may include: engineering designs, briefing materials, and point papers. 4. Communications Engineering - The DoD Teleport system is an integrated communications network. Prospective contractors must provide communications analysis and engineering. Support includes engineering analysis on electrical interfaces, Radio Frequency (RF), and Intermediate Frequency (IF) to ensure that all new material solutions are capable of interfacing with other Teleport systems and subsystems. Support also includes engineering analysis on Internet Protocol (IP) routing and design and IPV6 capabilities to ensure Teleport security, performance and functional requirements are achieved. Analyses, findings, recommendations, and updates may be documented and/or implemented within applicable Teleport specification and regulatory documents such as: System Engineering Plan (SEP), Information Support Plan (ISP), Technology Readiness Assessment (TRA), System, Baseband and Network Services, Earth terminal (ET) and Management and Control (M&C). Examples of potential deliverables may include: updating specifications and regulatory documents, white papers, study reports, decision papers, and briefing materials. 5. Test and Evaluation - The DoD Teleport system requires continual testing to demonstrate and ensure 100% operational capability and to maintain Joint Interoperability Certification (JIC). Prospective contractors must support the planning and execution of all testing on the DoD Teleport system. Type of testing includes: system demonstrations, System Operational Verification Testing (SOVT), component testing, operational assessments, interoperability testing, conformance testing, confidence testing, Developmental Test and Evaluation, and Operational Test and Evaluation. Testing will be conducted in live and laboratory environments. Examples of potential deliverable may include: Test and Evaluation Strategy (TES), Test and Evaluation Master Plan (TEMP), System Test Verification Plan (STVP), implementation guides, test reports, and briefing materials. 6. Cyber Security (CS) System Certification and Accreditation - The DoD Teleport system requires continual review to identify and address cyber security vulnerabilities. This insures that the system is secure and that it remains compliant with DoD Cyber Security policies and maintains its accreditation and authorization to operate within the DoD enterprise. Prospective contractors must support the planning and execution of all activities associated with maintaining the DoD Teleport system certification and accreditation. Examples of potential deliverable may include: Revising the System Security Update Plan (SSUP), Program Protection Plan (PPP), Cyber Security Strategy (CSS), Contingency Tabletop Exercise Plan (CTEP) and Connection Approval Process (CAP) documents with the initiating Comment Resolution Matrix (CRM) feedback. Reviewing, upload CS artifact documentation, and assigned CS Controls in enterprise Mission Assurance Support Service (eMASS), supporting the creation of detailed Enterprise Change Requests (ECR) and Security Change Requests (SCR) 7. Operational Support and Safety -The DoD Teleport system is a "system of systems" that is continually evolving to meet the DoD mission. With this evolutionary approach, this "system of systems" requires continual updates to system configuration and implementation, training and operational documentation to ensure that the equipment is able to be tested, operators and implementers are trained, and any potential system-wide hazards are addressed such that when the updates are integrated into the DoD Teleport system they will be fully functional for operational and safe to operate. Examples of potential deliverable may include: Maintain/update Programmatic Environmental, Safety, and Occupational Health Evaluation (PESHE); support the TPO in preventing and managing Environmental, Safety and Occupational Health (ESOH) issues, developing training documentation and operational configuration guides, developing implementation guides to support fielding, conducting on-site inspection to identify safety-critical equipment, processes, and procedures, making assessments of system-wide hazards, providing recommendations for hazard abatement and controls. SPECIAL REQUIREMENTS: All personnel involved with the identified services must have SECRET clearance. SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Commercial And Government Entity (CAGE) code 3) Name of company representative and their business title; 4) Type of Business (Large or Small). If Small Business please state type Interested businesses should submit a brief capabilities statement (no more than ten (10) pages) demonstrating ability to perform the services listed in the "Required Capabilities" section of this Sources Sought Announcement. The ten page response does not include one cover page and one executive summary page. The capability statement must be single spaced, 11-point or greater Times New Roman font with at least one-inch margins on 8 1/2" X 11" page size. The capability statement must be in Word or PDF format and not exceed 3 MB limit. Responses must specifically describe the contractor's capability to meet the requirements outlined in this Sources Sought Announcement. Vendors who wish to respond to this sources sought must send responses via email by October 20, 2016 @ 5:00 PM Eastern Daylight Time (EDT) to daniel.g.wartell.civ@mail.mil and silvia.molinillo-corral.civ@mail.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512 (Computer Systems Design Services), with the corresponding size standard of $27.5 Million. This Sources Sought notice is requesting responses from all businesses that can provide the required services under the NAICS Code; however, SMALL BUSINESSES ARE HIGHLY ENCOURAGED TO RESPOND. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
