- THIS IS A PRE-SOLICITATION NOTICE ONLY. NO AWARD WILL BE GENERATED FROM THIS NOTICE. ANY AWARD WHICH RESULTS FROM A SUBSEQUENT ADVERTISEMENT IS SUBJECT TO THE AVAILABILITY OF FUNDS. The United States General Services Administration has a requirement for the selection of a contractor to perform Environmental Remediation Services at the former Belle Mead Army Depot in Belle Mead, NJ. The work includes but is not limited to the following: all remediation services needed for removal of trees and other vegetation in the impacted areas, excavation and removal of contaminated soil as well as it’s transportation both on and off site, construction of a containment cap, placement of clean fill, and coordination and application for all necessary permits and approvals. All services under this solicitation will need to comply with NJDEP regulations and be completed by December 2018. The solicitation will incorporate construction clauses and Davis-Bacon wage requirements. This procurement is being solicited as a Total Small Business Set-Aside in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code applicable to this project is 562910 (Environmental Remediation Services). The Small Business Size Standard is 750 employees or less. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors; technical evaluation factors are considered significantly more important than price. Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: Project Team Qualifications, Management Approach, Prior Experience of the Firm, and Past Performance on Similar Projects. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except for clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This announcement also constitutes the synopsis of the pre-invitation notice. TENTATIVE DATE TO FOR ISSUANCE OF RFP IS ON OR ABOUT October 19, 2016. The Solicitation (RFP) will only be available electronically. The solicitation (specifications, drawings, clauses and bid forms) can only be obtained through FedBizOpps.
