General Information Document Type: Request for Information (RFI) Notice RFI Number: NMAN6000-17-00002 Response Due Date: 2:00 PM (EDT), 18 October 2016 Classification Code: 4212 -Local Trucking without Storage NAICS Code: 484110 - General Freight Trucking, Local Services THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT. THIS IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. IMPORTANT NOTE: For companies interested in this Sources Sought/RFI notice, please ensure responses provide the requested information outlined below. The purpose of this notice is to obtain information and identify potential sources as part of National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC) market research for Relocation Services for the AOC and to see what options, or other feedback, companies offer that may meet the Government's need as further defined in the attached "DRAFT" Performance Work Statement (PWS). Interested vendors are encouraged to register with https://www.fbo.gov/ to receive a notice of availability if/when a solicitation for this requirement is issued. All contractors doing business with the acquisition office must be registered with the System for Award Management (SAM). An award cannot be made unless the vendor is registered in SAM. For additional information, and to register in SAM, please access the following website: https://www.sam.gov/portal/public/SAM/. In order to register with SAM and to be eligible to receive an award from this acquisition office, all offerors must first have a Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number. A DUNS number may be acquired free of charge at the following website: http://fedgov.dnb.com/webform Description: OMAO/AOC requires relocation services for AOC property as outlined in this Sources Sough/RFI notice. NOAA AOC property and employees are relocating from their existing facilities at MacDill Air Force Base (AFB) in Tampa, FL to a new facility within 50 miles of the current location (new location to be determined). The AOC is a Center of the NOAA OMAO with a fleet of nine (9) aircraft and 110 personnel. AOC's existing facilities consist of one (1) large aircraft hangar and three (3) satellite buildings occupying approximately 97,000 square feet (SF) of space. The destination of the new facility will be known in December 2016. AOC is expected to conduct a phased move, beginning as early as March 1, 2017 and no later than May 1, 2017. NOAA government equipment and personnel must be relocated from the current site at MacDill AFB to the new location no later than June 30, 2017. The "DRAFT" PWS provides information on the general requirements and the scope of work. Attachment No. 1 of this PWS includes a non-inclusive list of large, unique, and/or highdollar government equipment and property. Attachment No. 2 includes a non-inclusive list of inventory requiring special handing or contractor-provided equipment to relocate. IMPORTANT NOTE: ALTHOUGH A "DRAFT" PWS IS BEING PROVIDED, THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION. THE "DRAFT" PWS DESCRIBES ONLY THE CURRENTLY CONTEMPLATED POSSIBLE SCOPE FOR SERVICES AND MAY VARY FROM THE WORK SCOPE IN A FINAL PWS INCLUDED IN ANY POTENTIAL FUTURE SOLICITATION. The Government may use the responses to this notice is for market research, information, and planning purposes only. Responses to this Sources Sought/RFI are not quotes and NOAA cannot issue any Schedule order(s) or Contract based on responses to this Sources Sought/RFI. All information received in response to this Sources Sought/RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the Sources Sought/RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought/RFI. NOAA will not pay for information received in response to this Sources Sought/RFI. There is no commitment by the Government to issue a solicitation, make award or awards, or to be responsible for any monies expended by industry responses to this Sources Sought/RFI. Requested Information The following is requested from interested companies; (a) Submission of information. Electronic files shall be submitted in Portable Document Format (PDF), compatible with Adobe Reader. Information may be submitted on letterhead stationery, or as otherwise specified in the notice. As a minimum, requested information must show- (1) The Sources Sought/RFI number. (2) If/When the aforementioned relocation services for NOAA's AOC is formerly solicited by the Government, would your company be interested in providing a quote. (3) Company name, address, telephone number, CAGE Code and DUNS number of the vendor. (4) Company point of contact name, email address, and telephone number. (5) Business size/Socioeconomic category (i.e. small business, veteran-owned small business, service-disabled veteran-owned small business, Historically Underutilized Business Zone (HUBZone) small business, small disadvantaged business, and women-owned small business concern). The NAICS code for this requirement is 484110, General Freight Trucking, Local, with a small business size standard of $27.5 million. If you are a large business, please state as much. (6) Please indicate your company's capabilities for this requirement and if you are currently providing or have provided in the past three years (3) like-services similar in scope, complexity, and magnitude for any other Government or public sector agency; (7) The appropriate North American Industry Classification Code (NAICS), if different from this Sources Sought/RFI. (8) Please state if, based upon the attached "DRAFT" PWS, there are any aspects that are unclear and/or do not allow a clear understanding of the Government's requirements. (9) Please state if, based upon the attached "DRAFT" PWS, if there are commercial industry practices that appear to differ greatly than what is being requested by the Government under the anticipated, forthcoming solicitation. (b) NOAA encourages appropriate vendor demonstrations as a useful way for NOAA staff members to stay abreast of the types of products, technology and/or services available in the marketplace that may be useful to support NOAA operations and programs. If necessary and required based on responses to this Sources Sought/RFI, the Government reserves the right to schedule vendor meetings and have discussions between vendor personnel and NOAA representatives regarding the capabilities of the vendor supplies/services being offered. All vendor meetings will be authorized, approved, and conducted by the Contracting Officer to ensure they do not create a potential exclusive situation that gives competitive advantage or otherwise disadvantages participants in any potential future competition.
