Description
The proposed contract action is for commercial item, which the Naval Medical Center San Diego intends to solicit this requirement as 100% small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, using Simplified Acquisitions Procedures for commercial items found at FAR 13, supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is N0025917Q0007. It is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. This is an unrestricted solicitation. The North American Industry Classification System (NAICS) Code for this acquisition is 339113. The size standard is 750. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses and provisions may be accessed in full text at http://acquisition.gov/far and www.acq.osd.mil. The contract shall provide service maintenance for the following: CLIN 0001: Margin Marker Dye kit; Quantity: 22; Unit of Issue: CS; Delivery requirements: 11 months from November 01, 2016 to September 30, 2017. CLIN 0002: Shipping Charges; Quantity: 1; Unit of Issue: EA; Shipping Requirements: to cover 11 months. Salient Characteristics: Dye kits auto shipment to deliver two cases (12ea per case) every month no later than the 10th of the month, beginning November 01, 2016, ending September 30, 2016. Required kits 1) must be packaged sterile for immediate use on tissue freshly extracted from patients in the operating room, 2) must contain at least six different colors to identify different regions on the cancerous mass, 3) dyes must adhere to tissue permanently without destroying tissue, 4) and must support cytogenetic and microbiology testing. NAVY COMMERCIAL ACCESS CONTROL SYSTEM (NCACS) PROGRAM IMPLEMENTATION INSTRUCTION (August 2011) (a) In accordance with CNICNOTE 5530 dated May 2, 2011, NCACS credentialing should be established in order to avoid unnecessary delay at military installation entry control points (ECP).
