- NOTICE OF INTENT : The U.S. Army Corps of Engineers (USACE) Jacksonville District intends to issue a contract modification for Operations and Maintenance Services using other than full and open competition after exclusions. R&D Maintenance Services Inc., was awarded a Cost Plus Award Fee (CPAF) contract W912EP-12-C-0001, that is due to expire 31 October 2016. USACE intends to award a four (4) month ordering period extension to the contract holder to ensure a continuation of services, and to prevent a gap in personnel vetting until a new contract is awarded. Because of the nature of this requirement, the impracticality and substantial costs the Government would incur and not recover through competition; this bridge contract will be procured on a sole source basis IAW FAR Part 6. The Government intends to solicit and negotiate with only one source for the proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is neither a request for competitive proposals nor a solicitation of offers. Interest and capability to respond to the requirement from interested parties will be considered by the Government until 2:00 pm Eastern Time on October 20, 2016. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other than full and open competition. A final determinations to award a four (4) month extension to the above awardee is solely within the discretion of the Government, and will be publicized in accordance with the Federal Acquisition Regulation (FAR).
