SF1408-14 Client Authorization CDRL OCI Disclosure Price Template FSR OP Task Order SDS Basic Contract SDS Subcontractor Consent Past Performance Questionnaire Solicitation NET Task Order SDS Cost-Price Instructions DD254 Description of the Requirement: The scope of this effort is to provide technical support for Hostile Forces Tagging, Tracking, and Locating (HF-TTL) Field Service Representatives (FSRs), Operational Planners and to provide HF-TTL lessons-learned and new equipment training support to United States Special Operations Command (USSOCOM) forces. Specifically, the FSR requirement is for specialized tactical surveillance equipment support to Special Operations Forces (SOF) military units, SOF Component Headquarters, and Theater Special Operations Commands (TSOCs). This technical support also includes providing direct HF-TTL lessons-learned, operational training and technical support personnel to Continental United States (CONUS)-based operators and deploying units for the duration of their rotations, quick-reaction support, and general technical support to the USSOCOM HF-TTL Program Office. This is solicited and will be awarded on a Full and Open Competition basis. This is a formal Request for Proposal (RFP). USSOCOM is seeking proposals from sources that can provide FH-TTL services (NAICS Code 541990) in support of various units for USSOCOM. Attached to this Formal RFP are the HF-TTL solicitation attachments. The statements of work are classified documents and will not be posted to this site. To gain Restricted Access to the CLASSIFIED documents, Contractor Personnel must be approved by DSS (and confirmed by USSOCOM) to have Top Secret Facility Clearance and the ability to store CLASSIFIED material up to the SECRET Level. Requesters must provide their Cage Code for verification which can take up to 24 hours. Requesters shall also provide POC name, phone number, email address and classified email address as applicable. ALL interested Offerors shall have Top Secret Facility Clearance and Secret Storage in place before receiving all RFP Classified and Unclassified HF-TTL documents. Under no circumstance will interested Prime Contractor Offerors be able to utilize a potential Sub-Contractor's Classified Storage capability as proof of classified storage capability. USSOCOM will not provide any sponsorship for Security Clearances to enable access the CLASSIFIED portion of this requirement. A prerequisite to this requirement is that all interested vendors that wish to propose for the Prime Contractor role MUST demonstrate DSS approved CLASSIFIED Storage Capability and Individual Security Clearances. Failure to do so will cause the Proposal to be rejected, and will not be evaluated further, and therefore not eligible for award. Upon successful confirmation of clearances and storage capability, USSOCOM will mail all CLASSIFIED documents to the approved physical ship-to address location of the interested vendor. Please note, vendor's whose classified address includes a Post Office Box, receipt of Classified material can take up to 14 days after verification from USSOCOM. **Questions regarding this RFP must be emailed (in writing) and submitted to the Contracting Officer (addresses below). Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence, for documentation purposes.** Only unclassified questions may be transmitted.
