- SOURCES SOUGHT SYNOPSIS INSTRUCTIONS Special Operations Forces/Personnel Recovery (SOF/PR) & Rotary Division Support Contract CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet requirements for the USAF Special Operations Forces/Personnel Recovery (SOF/PR) & Rotary Division, Fixed Wing Branch Support Contract. The security clearance level of this requirement is Secret. Contractors/institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: Attached is a draft PWS and a contractor capability survey (below), which allows you to provide your company's capability. If, after reviewing these documents, you desire to participate in the market survey, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Small businesses are encouraged to participate in this market research. Questions relative to this market survey should be addressed to Jill Thornton, email: jill.thornton@us.af.mil, Phone: (478) 926-7270 or Patrick Virgilio, Email: patrick.virgilio@us.af.mil, Phone: (478) 222-0442 REQUIREMENTS DESCRIPTION PURPOSE/DESCRIPTION Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements of the Special Operations Forces/Personnel Recovery & Rotary Division, Fixed Wing Branch Support Contract. The purpose of this contract is to provide Structural Support and Engineering Services (SSES) to support WIUA fixed wing aircraft (AC-130, EC-130, HC-130, MC-130) in support of Air Force Special Operations Command (AFSOC). The objective of is to establish, evaluate, study, and substantiate the structural integrity of the weapon system to maintain Operational Safety, Suitability, and Effectiveness (OSS&E). This is accomplished through early identification of potential structural problems and the use of modeling, studies, and data management to ensure the orderly scheduling of inspections and replacement or modification of airframe critical elements. These evaluations may require extensive research and could lead to prototype development to include developmental drawings as well as installation of the prototype and testing. Also, this task will provide subject matter expert assistance and recommendations to technical problems encountered by the government engineers. CONTRACTOR CAPABILITY SURVEY Part I. Capability Survey Questions General Capability Questions: Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. Describe your company or teams past experience, skill, and knowledge in the following : •1. Performing engineering analyses and providing engineering support for the Government. •2. Capability to develop finite element methods/models. •3. Conducting engineering studies and analyzing aircraft loads such as structural components. Developing experimental setups, performing data acquisition and analysis, and conducting structural or other tests of aircraft-related components. Developing databases and web tools for Government usage. •6. Aircraft data collections through instrumentation such as strain gauges accelerometers, and pressure measurements •7. Development of test plans, instrumentation plan, and other test activities. •8. This effort may require extensive technical data development experience. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items. •9. Describe your capabilities and experience in managing software development projects, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. •10. This effort may require extensive database design and sustainment.
