- This is a Sources Sought Notice and should not be construed as a solicitation announcement. This is a market survey for written information purposes only. This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice or to a contract for services. This notice is issued by the United States Corps of Engineers (USACE), Philadelphia District, Philadelphia, PA to identify sources capable of changing of high speed bearings on the port reduction gear of the vessel HAYWARD. Work shall be performed onboard the vessel located at the U.S. Army Corps of Engineers' Caven Point Terminal, Jersey City, New Jersey. The survey is being conducted to determine the interest of industry within NAICS code 336611 (size standard 1,250 employees) to establish that there are adequate Large and Small Businesses contractors capable of providing marine engine repair services. PURPOSE USACE Philadelphia District is conducting market research to determine the availability of qualified vendors to compete, under a potential solicitation resulting from this announcement, in preparation for a potential future contract. Responses to this synopsis will be used as a market research tool in order to determine acquisition strategy and how the upcoming solicitation will be advertised. REQUIREMENT The USACE Marine Design Center of the U.S. Army Corps of Engineers (USACE) intends to initiate an Invitation for Bid (IFB) procurement for providing labor, equipment, materials, and services to perform the changing of high speed bearings on the port reduction gear of the vessel HAYWARD. The work shall be performed onboard the vessel located at the U.S. Army Corps of Engineers' Caven Point Terminal, Jersey City, New Jersey. The HAYWARD operates in the New York and New Jersey Harbor. The Government is issuing this Request for Information (RFI) to identify resources available to change out the high speed bearings on the port reduction gear on the HAYWARD. The high speed bearing change out shall be performed on the HAYWARD located at U.S. Army Corps of Engineers, Caven Point Terminal, 3 Chapel Avenue, Port Liberte, Jersey City, NJ 07305. The Contractor shall provide all labor and materials required to perform the high speed bearing change out on the port reduction gear of the USACE vessel HAYWARD. All reduction gear parts shall be Falk OEM parts, and conform to Falk dimensions, tolerances and specifications. The HAYWARD port reduction gear information is as follows: Port Reduction Gear Falk Model: 0826 MRP Ratio: 2.758 Serial Number: 7-374044-01 The port reduction gear work shall consist of the following tasks: • Disassemble the port reduction gear and remove high speed elements. • Inspect low speed gears for visual defects. (Do not remove.) • Disassemble high speed gears and measure shafts, bores and seal areas. • Assemble gear cases and measure bores to manufactures specifications. • Remove oil pump and inspect. • Clean gear case parting lines, flanges, etc. • Assemble high speed gears with new bearings and seals. (Rotating and split labyrinth seals to be cleaned, inspected and installed as original.) • Assemble high speed gear assemblies in gear housing and record end-plays and tooth contact. • Assemble oil pump as original and record back lash. • Assemble with new clutches • Install a new set of coolant hoses • Install new oil, fuel and air filters Actual quantities will be defined with issuance of the IFB The Contractor shall perform testing on the port reduction gear in accordance with the reduction gear manufacturer's requirements. ANTICIPATED PERIOD OF PERFORMANCE The duration of the contract is anticipated to be sixty (60) calendar days after issuance of Notice to Proceed for the contract. RESPONSE REQUIREMENTS: Interested companies/vendors are invited to submit a brief Statement of Capability (SOC). This documentation shall address, as a minimum, the following: (1) Company Profile Cover Letter to include the company name, address, point(s) of contact, telephone number, email address, business classification (i.e. large, small), DUNS number, and CAGE Code, number of years in business. (2) Statement of capability and qualifications of the organization to perform the requirement. (3) Relevant experience within the last five years demonstrating capability to perform the requested services. The company shall provide at least two (2) but no more than five (5) contracts, ongoing or completed, for like or similar services, held with the U.S. Army, other Government agencies or private industry. Include any contract number, Government/Agency or firm point of contact (POC) and current telephone number for the POC. The interested company/vendor must have served as either the prime contractor or a subcontractor (performing a substantial portion of the work described in this Sources Sought Notice). **** Proof of System for Award Management (SAM) registration is required at time of award. For example, providing a valid Commercial and Government Entity Code (CAGE Code) will allow USACE to verify your registration in the SAM system. The Contract Specialist will search the SAM database using the provided CAGE code, supplied by the vendor, to determine eligibility. Interested companies who are not currently registered in SAM are highly encouraged to be registered if they wish to compete when the solicitation is available or risk your quote being declared as "Non-Responsive". USACE will not delay the award of a contract for a company not fully registered in the SAM system prior to the award date. To register in SAM, go to https://www.sam.gov and follow the instructions provided on their web site, this is a free service on their site. **** (3) The SOC must be submitted via email to Megan.M.McMullen@usace.army.mil AND Adriana.A.Dunaway@usace.army.mil. Responses must be received on or before, but no later than (NLT) October 18th, 2016, by 4:00 p.m. (1600) Eastern Standard Time (EST). When submitting your email response, the subject line must read HAYWARD Repair. No other notification to firms for this project will be made. LATE RESPONSES WILL NOT BE ACCEPTED CLOSING COMMENTS This Sources Sought is issued solely for information and planning purposes and does not constitute a Request for Quotation or a promise to issue a Request for Quotation in the future. This Sources Sought is for information, planning, and market research analysis only; therefore, it is not to be construed as a commitment by the Government to procure at this time. This Sources Sought is not a formal solicitation nor is it a request for quotation (RFQ). Any formal solicitation will be announced separately. This request does not commit the Government to contract for any supply or service nor does it restrict USACE to an ultimate acquisition approach. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All information received in response to this Sources Sought that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. In accordance with (IAW) FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this notice is strictly voluntary. A response to this Sources Sought Notice will not be considered an adequate response to any forthcoming solicitation announcement. There is no solicitation available at this time.
