- SYNOPSIS This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring the dissemination of information for proposed contract actions. This announcement is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice. The NAVSUP Fleet Logistics Center Yokosuka (FLCY) intends to issue a solicitation for award of several Multiple-Award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contracts in accordance with FAR Part 15 procedures, to obtain non-personal, Husbanding Services for United States Ships (USS) and United Stated Naval Ships (USNS), to include the Military Sealift Command and United States Coast Guard visiting ALL commercial and military ports located in U.S. 7th Fleet area of responsibility (AOR), which consists of four (4) regions as follows: South Asia Region - 7 Countries - Bangladesh Burma India Maldives Sri Lanka Southeast Asia Region - 11 Countries - Brunei Cambodia China Indonesia Palau Philippines Malaysia Singapore Taiwan Thailand Vietnam Australia / Pacific Islands - 17 Countries - Antarctica Australia East Timor (Timor Leste) Fiji French Polynesia Kiribati Marshall Islands Micronesia Nauru New Caledonia New Zealand Papua New Guinea Solomon Islands Tonga Tuvalu Vanuatu Western Samoa East Asia - 4 Countries - Japan Russia Korea (South) It is anticipated that Multiple Award Indefinite Delivery Indefinite Quantity, with Firm-Fixed-Price contracts (FFP IDIQ MAC) will be issued with an ordering/performance period of five (5) years base period with a six (6) months option period to extend services pursuant to FAR 52.217-8. The applicable North American Industry Classification System (NAICS) for these requirements is 488310 with a Size Standard of $38.5 million. The corresponding Federal Supply Code (FSC) is R706. The solicitation will be issued as a Request for Proposal (RFP) under full and open competition under solicitation number N62649-16-R-0102 in or around December 2016. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at Asia Navy Electronic Business Opportunities (AsiaNECO) at website: https://asia.neco.navy.mil/, Federal Business Opportunities (FEDBIZOPPS) at website: https://www.fbo.gov/, and Neco https://www.neco.navy.mil (if this website is running by Dec 2016). Potential offerors are hereby notified that they should register and get an active account in NECO website to be able to see the solicitation when it is posted to NECO. The Government is not responsible for any inability of the offerors to access the posted documents. No telephone or FAX requests will be accepted, and no hard-copy solicitation or amendment will be mailed or faxed to Offerors. By submitting a proposal in response to the solicitation, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/.
