Solicitation: Agency/Office: Battelle Energy Alliance, LLC (DOE Contractor) Location: Idaho National Laboratory Title: On-Site Inspection RadioIsotopic Spectroscopy (OSIRIS) Description(s): LICENSING OPPORTUNITY: A potential licensing opportunity exists with Battelle Energy Alliance, LLC (BEA), P.O. Box 1625, Idaho Falls, ID 83415-3805, the Management and Operating Contractor for the Department of Energy (DOE) at the Idaho National Laboratory (INL). BEA is seeking parties interested in potentially entering into a license agreement for the purpose of commercializing the technology described below. BEA does not make any representations, provide any warranties, or otherwise endorse or guarantee the suitability of this patent to a licensee's specific needs. INVENTION SUMMARY: The On-Site Inspection RadioIsotopic Spectroscopy system (OSIRIS) pairs the a novel INL gamma-ray spectral measurement, analysis and display software with a commercially available high-resolution gamma-ray detector. OSIRIS measures, analyzes, and filters gamma-ray spectral information for on-site inspections under the Comprehensive Nuclear-Test-Ban Treaty (CTBT). OSIRIS software includes a “data filter” that limits user information to seventeen CTBT-relevant fission product isotopes. Raw spectral data and information on other radioisotopes is not revealed to users, to minimize the potential intrusiveness of the OSIRIS gamma-ray spectroscopy system. Unlike other gamma-ray spectral analysis programs, OSIRIS filters the information presented to the user, limiting it to the seventeen CTBT-relevant gamma-ray peaks, calibration isotopes like europium-152, and a few natural background peaks, for example, potassium-40. The natural background peak information is presented to help assure the user of normal spectrometer operation. During data acquisition, OSIRIS analyzes the incoming gamma-ray spectrum in real time, using the INL legacy GAUSS Algorithms to search for peaks, divide the spectrum into peak regions, and perform nonlinear least-squares fits of gamma-ray peaks in each region. [3] From the peak fits, OSIRIS calculates the energy and net area of each gamma-ray peak, and, in turn, the emitting radioisotope is determined from the energy and the radioactivity is computed from the net area, for each gamma-ray peak identified in the spectrum. OSIRIS controls an ORTEC HPGe gamma-ray spectrometer, including startup, energy and peak-width calibration, data acquisition, and shutdown. The OSIRIS hardware includes an ORTEC Trans-SPEC-DX-100T mechanically-cooled HPGe detector, requiring no liquid nitrogen, and a digital signal-processing multichannel analyzer1. This invention has associated intellectual property, a Copyright Assertion from DOE, “No. CW-15-08, " On-Site Inspection RadioIsotopic Spectroscopy ( O siris ) ". DEVELOPMENT STATUS: This technology has been tested and validated. SELECTION PROCESS: BEA seeks to license this intellectual property to the best qualified candidate to ensure its successful commercialization. If multiple parties are interested in licensing this intellectual property, BEA may select an exclusive licensing arrangement with a single candidate or choose alternative licensing strategies (e.g., non-exclusive or exclusive field of use licenses) to increase the probability of successful commercialization. BEA reserves the right to defer any licensing decision if, in BEA's sole opinion, the submitted business plans are unacceptable to BEA. BEA may consider inquiries made prior to the release of this notice and inquiries made through other channels. Although interested parties are encouraged to respond before the date provided to ensure consideration, all inquiries may be considered prior to a formal selection unless this notice specifically states otherwise. This is not an opportunity to provide goods or services to BEA or DOE. REQUIREMENTS In order to be considered for a possible license, interested parties must submit a business plan for the development and commercialization of " On-Site Inspection RadioIsotopic Spectroscopy (OSIRIS)", prior to October 15, 2016.
