- Sources Sought Notice - AG-0109-S-17-0001 The Region 10 Regional Acquisition Management Office located in Juneau is posting this Sources Sought Notice pursuant to FAR Part 10 for market research purposes only. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Anticipated NAICS code is 481211, Non Scheduled Chartered Passenger Air Transportation. The small business size standard for NAICS code 481211 is 1,500 employees. If you believe another code is more applicable based on the description of the requirement, please indicate and state justification with your reply. The anticipated requirement is for one (1) or more contract(s) for exclusive use boat and helicopter services for Forest Service field crews for housing and transport to remote field plots along the Southeast and Southcentral coasts of Alaska. The Boat will be capable of supporting up to 12 Forest Service employees (and all field gear) to include providing food, lodging and office space. The boat shall also have a helideck capable of helicopter landings and transport. Helicopter shall be capable of transporting a five (5) person field crew (and field gear) from the boat to remote sites daily. Operations run seven (7) days/week for approximately 60 days per year during the summer season. The Government is interested in industry's input in the viability of awarding two separate contracts to two separate entities (not operated as a joint venture, prime/subcontractor relationship, partnership, etc.). One contract would be for exclusive use boat services (requirements described below) and a second contract would be for exclusive use helicopter services. Questions include the following: 1. Would helicopter charter companies be willing and able to land on a boat operated and controlled by a company other than the helicopter charter company? 2. Would boat charter companies be willing and able to allow another company's helicopter to conduct operations on the boat's helicopter deck? 3. Are there specific liability concerns of which the Government should be aware in awarding and administering two separate contracts? This market research will assist the government in determining whether to solicit for the required services as a single requirement to support both boat and helicopter operations or to solicit as two (2) separate requirements, one (1) for boat services and one (1) for helicopter services capable of maritime operations. Interested vendors are encouraged to demonstrate their ability to provide separate services (either boat OR helicopter) or both boat and helicopter services as a single operator, through partnerships, subcontracts, or joint ventures. All interested vendors should notify this office, in writing, of their interest in this notice. Response due date is 24 October 2016 by 2pm Alaska time. Responses shall include the following information: Identification of company, size status, DUNS number, and certifications. The Government is especially interested in capabilities of small businesses including HUBZone, Service Disabled Veteran Owned, Woman-Owned, etc. Describe company's experience and capability of meeting requirements in the summary statement above. Alternate NAICS information, if applicable. Perceived risks/benefits of awarding a single contract vice two separate contracts. There is no solicitation available at this time. The Forest Service does not intend to award a contract on the basis of this market research. The Forest Service is interested in obtaining responses to this Sources Sought Notice from prospective contractors but no contractor shall be reimbursed for providing this information.
