Description
The U.S. Food and Drug Administration (FDA) (specifically the Center for Biological Evaluation and Research (CBER), the Center for Drug Evaluation and Research (CDER), the Center for Devices and Radiological Health (CDRH), and the Center for Food Safety and Applied Nutrition (CFSAN)) has a requirement for animal husbandry support services for the (CBER/CDER/CDRH) White Oak Consolidated Animal Program (WOC AP) and (CFSAN) Muirkirk Road Complex (MRC/MOD-1) Animal Care and Use Programs (ACUP). The White Oak Complex is located in Silver Spring, MD and the Muirkirk Road Complex is located in Laurel MD. The FDA requires animal husbandry support services to both animal research programs including but not limited to the provision of quality care to all research animals, sanitation of all animal care and diet preparation/formulation facilities and the provision of protocol-specified technical procedures support, as well as ancillary tasks necessary to accomplish these services, i.e.: quality control, occupational safety and health, inventory control, equipment maintenance, development and maintenance of standard operating procedures, and a comprehensive training program. The need for these services is paramount as the preponderance of the FDA's research mission can only be accomplished through animal research. Animal-based research projects are highly regulated and demand exemplary execution. The North American Industry Classification System (NAICS) code for this acquisition is 541711- Research and Development in Biotechnology; Small Business Size Standard is 1,000 employees. This requirement is 100% set-aside for small business concerns. All responsible small business sources may submit a proposal. The issue date for solicitation number FDA-SOL-1153590 is expected to be released on or about October 17, 2016 with a closing date of the solicitation thirty (30) calendar days after posting. Site visits will be scheduled at each facility on separate days and are expected to occur within the first 8 days of solicitation release. Anticipated contract award date is on or around December 28, 2016. Any resultant contract is expected to be a Labor Hour (LH) contract. It is anticipated that the contract will contain a base year period plus up to four (4) 1-year option periods. It is the contractor's responsibility to monitor FedBizOpps for further information relevant to this solicitation. No electronic proposals will be accepted. Services are currently being performed under existing contract number HHSF223201000004I, Task Orders HHSF22301005T and HHSF22301004T.
