PWS - POTFF THIS IS A SOURCES SOUGHT ONLY. This announcement constitutes a Sources Sought Synopsis (SSS) for the purpose of conducting market research only. No solicitation exists. This is not a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for possible future procurement. A determination by the ANG not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air National Guard. This notice does not constitute a solicitation for offers. The Government will not reimburse or pay for any information submitted in response to this SSS or any follow-up information requests. Brief Description: The National Guard Bureau (NGB) Contracting Division has a requirement from the Air National Guard (ANG), A3/Air Space and Operations, to provide rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators. These services will provide focused physical and mental conditioning to restore injured operators to full-mission-capable status. The non-personal requirements of this contract requires the contractor shall provide all equipment, personnel, supplies and services (except those identified as GFE) necessary to perform tasks in this Performance Work Statement (PWS). Requirements includes: GA and ST operators in the ANG must always be ready to perform at their peak in order to accomplish their challenging mission set. Attaining and maintaining this level of peak human performance requires the implementation of a top-notch physical conditioning and maintenance program comparable to those seen in Olympic-level and professional sports organizations.. No solicitation is being issued at this time. Response Date: 21 October 2016 Contract Specialist: TSgt Elizabeth R. Henderson Elizabeth.r.henderson6.mil@mail.mil Primary NACIS Code: 621340 - Offices of Physical, Occupational and Speech Therapists and Audiologists Place of Performance: Services will be performed at the following ANG locations: 212 th Rescue Squadron, Joint Base Elmendorf-Richardson, JBER, AK, 131 st Rescue Squadron, Moffett Field, CA, 123 rd Special Tactics Squadron, Standiford Field, KY, 103 rd Rescue Squadron, Westhampton Beach, NY and 125 th Special Tactics Squadron, Portland ANG, Portland, OR. The National Guard Bureau (NGB) Operational Contracting Division is conducting market research to determine the availability of qualified small business sources to provide the ANGRC with a staff that can provide rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators. The Government requests interested parties submit a response which shall include a brief description of their company's business size (i.e. annual revenues and employee size), business status (8(a)), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor protégé relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by teaming partner. Capability Packages should clearly address the following: A technical understanding of the requirement to provide rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators. Key Personnel: Does the key staff members have experience in directing and coordinating the technical direction of the services outlined in the prior contract's performance work statement, to provide rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators Past Performance: Do you have specific past performance and experience providing rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators or similar services In addition, the following questions must be answered and elaborated on as part of the package: •(1) Past Performance - Does your firm have the relevant past performance experience within the last three years of providing rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators or similar services •(2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in rehabilitative and performance services to Air National Guard Guardian Angel (GA) and Special Tactics (ST) operators services ? Interested parties are cautioned that the prior contract's Statement of Work posted with this notice is subject to change, the formal version of the Performance Work Statement will be released with the solicitation on a future date. Note, the prior contract's Statement of Work is provided to give a general understanding of the requirement and the type of work requested in the effort going forward while a finalized Performance Work Statement is generated for this requirement. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. NOTE: It is the responsibility of all potential offerors to monitor the FedBizOpps web site for release of any future synopsis or release of the solicitation.
