MARKET SURVEY ANNOUNCEMENT for the eLearning Management System (eLMS) Support 1. Introduction/Purpose This market survey is conducted to determine whether adequate competition exists, or whether to set-aside competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. 2.Scope: The FAA learning community has a requirement for a framework that provides enterprise-wide support for applications and services to meet training and development goals. The Leadership Development division within the FAA ™s Office of Human Resources is responsible for maintaining the applications, development activities, and support services within this framework. The Vendor will provide on-site and virtual services to support the FAA Learning Enterprise Architecture. The Vendor will provide Tier 1 and Tier 2 help desk support for SuccessFactors and for FAA Blackboard Learn. 3. Background: One of the key drivers for change within the FAA has been the advent of a centralized eLearning Management System (eLMS). With the complexity of the FAA training infrastructure, eLMS alone cannot achieve the tenets of the FAA ™s Destination 2025 as well as to supplant all training systems that have been identified across the FAA. The goal of the FAA Learning Enterprise Architecture (LEA) is to design an infrastructure that both serves the full needs of the FAA training community while also meeting the demands of system consolidation. In addition, the efforts of the LEA also represent the intersection between the FAA training community and the FAA Chief Information Officer (CIO) efforts. The LEA will serve as the critical link between how the FAA manages its employee development and how the FAA achieves the tenets of the Destination 2025. The purpose of this market survey is to solicit statements of interest and capabilities from sources that can provide the services as described in the attached SOW. Responses to this market survey will be used to finalize the FAA's acquisition strategy for the requirement. The vendor selected will provide the services, in accordance with the attached SOW, for the planned period of performance of five years from the date of award. The award structure will include a 12 month base period with four 12 month option periods. See the attached SOW for details on the work to be performed. 4.Incumbent Contractor: Contract: DTFAWA-16-C-00004 Contractor: Marick Group LLC, 25 Catoctin Circle SE, Leesburg VA 20177 5. Nature of Competition The acquisition strategy for this procurement has not been determined at this time. Please be advised that: (a) This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to this market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 6. North American Industry Classification System (NAICS) Code is 541511 (Customer Computer Programming Services) and $27.5 Million in average annual receipts. 7. Submittal Requirements for the Market Survey All interested sources should provide a capability statement describing, in 5 pages or less, your capability to address the work as described in the attached SOW. Capability refers to relevant corporate experience, technical ability and approach to manage a federal IT project, quality of personnel, quality of processes, etc. Use the following format for your response: Section 1. Past performance of like size, scope, and nature: In Section 1, include at least two references of your firm ™s prior work of a like size, scope and nature. These references should include the client ™s name and address, a description of the work, period of performance, type of contract, total dollar value of the contract and a point of contact name and phone number. Section 2. Technical Ability to meet or exceed the described requirement: In Section 2, indicate your firm ™s expected programmatic approach (in-house, teaming, subcontracting, etc.) Respondents must provide their strategy for accomplishing this work, as fully described in the SOW, including the estimated percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses as prime contractors. The capability of potential suppliers to successfully provide these services will be judged by how fully and effectively their responses match the SOW requirements. Your response should include the Business Declaration form. If applicable, include your firm ™s SBA certification letter for 8(a) status or VA certification letter for service disabled veteran-owned small business status. The form and the letter are not part of the 5 page maximum size limitation. 8. Delivery of Submittals All responses to this market survey must be received by 9:00 AM ET Monday, Oct 24, 2016. Please submit your capability statement attached to an email to the Contracting Officers ™ email addresses, shown below. Questions regarding this Market Survey may be submitted, via email, to the Contracting Officer, Ms. Burgess, at the address below. Answers will be accumulated and published, in a timely manner, as amendments to the Market Survey.
