- Equipment Inventory Informaiton Statement of Work (SOW) The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on the basis of other than full and open competition with Fisher Bioservices Inc., 14665 Rothgeb Drive, Rockville, MD 20850-5312 for off-site freezer storage, maintenance, pick-up and delivery of biological specimens to and from NIAID DIR in Bethesda and Rockville, Maryland. Period of performance will be November 1, 2016 - October 31, 2017. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. See the attached Statement of Work and Equipment Inventory information for further details. It is not feasible to transfer material at this time due to sensitivity and history of the specimens held at the current off-site facility. In order to relocate the current allotment of 18 freezers, its contents, the materials stored in 7 liquid nitrogen units, and 8 shelves of materials located in ambient storage units would not only be hazardous to the stored specimens but would be logistically problematic to transfer specimens and equipment in this quantity. A mass transfer of stored specimens, increase the risk of damaging critical research material by not maintaining the optimum temperature and would be costly to the government. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS NOTICE of INTENT ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All responsible sources who can provide the required services may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1816672) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, October 17, 2016. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the required services. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
