- RFI The objective of this RFI is to identify interested sources capable of developing a MESA Regional Training Forum. This work is envisioned to facilitate the development of a recurring (2-4 events per calendar year), regional training forum available to nations across the MESA that would bring together relevant parties from multiple countries to a Forum training event. The Forum will aim to: 1) provide topical and recurring training of importance and interest on the topics of BS&S and biosurveillance (BSV) to countries across the region; 2) serve as the basis for the formation of networks of expertise across the region; and 3) support the premise of sustainability as it relates to CBEP engagement in MESA. Countries of interest in the region include those that are currently engaged by CBEP (Kazakhstan, Uzbekistan, Iraq, Jordan, Afghanistan, Pakistan, and Turkey) as well as countries not bilaterally engaged by CBEP at this time, including Saudi Arabia, Lebanon, Oman, Qatar, Kuwait, Bahrain, and the United Arab Emirates (UAE). This RFI is not meant to prescribe specific solutions. Instead, the strategic plans developed should take into account existing BS&S and BSV capacities within the region and provide training opportunities through which relevant government and academic institutions can enhance their national expertise, contributing to their ability to combat global biological threats. The project scope includes technical, training, management, and logistical support services required to improve disease surveillance and response capabilities and a sustainable workforce in the region. Training topics will vary based on the expressed desires of the participants, with consideration to CBEP mission and priorities; example topics or activities may include: • Disease diagnostic laboratory protocols and technology advances; • Sampling procedures, and sample handling and transport; • Field epidemiological training; • Biorisk Management (may include BS&S best practices, biosafety cabinet certifier training; lab equipment maintenance and repair, etc.); • Bioinformatics; • Cross-border disease surveillance and response table top exercises (TTX); • Other timely/topical related trainings (i.e., Ebola, MERS-CoV, etc.).
